Devotedly faithful to the duty he had undertaken of advocating the cause of the Navy, Sir Edward Codrington, undeterred by the difficulty of gaining the attention of the House of Commons to the subject, brought before the House on July 25, 1838, the grievances of naval officers. He spoke with heartfelt earnestness, with knowledge of his subject, and with careful exactness, giving details gathered out of official documents and regulations. He began with the admirals, and went through the other ranks of the service, with details as to pay and pensions, and comparing the half-pay retirement of naval officers with that of civilians. 'Sir, the position I have laid down is, that there is no office under Government from which persons of secondary rank and importance are not allowed to retire after less than the time of servitude, and with more than double the remuneration that is given to the most distinguished officers of the Navy. I will refer as an example to Sir Thomas Foley, an officer with two medals, and who has earned high distinction through a long period of servitude; to Sir R. Keats, Sir Benjamin Hallowell, Sir Samuel Hood, and many others.' ... 'A gentleman whose name I do not wish to mention, because it might look invidious, served fourteen years as Collector of Customs in Barbadoes, and then retired with a pension of 1,000; whilst an admiral who had served from fifty-live to sixty-five years would have received only 766 10*., that is, 243 less reward, for four times the period of servitude. Another gentleman, who served as Commissioner of the Navy for thirty-three years, has now a retirement of 750 a-year, after having had a government house and an official salary of 1,000 a-year; whilst...
