The articles collected here (two appearing for the first time in English) cover a number of topics central to naval history and illustrate the author's contention that this is not only, or even chiefly, a distinct area of special study, but rather a central theme running through the history of England, and of the whole British Isles. Though the subjects and the styles vary a good deal, the studies are linked by a common approach and some common ideas. Hence many examine ways in which naval history has formed a key element in such subjects as intellectual, religious, administrative or medical history and explored the nature and meaning of sea power as a theme. At the same time naval history is a technical subject, which demands a willingness to understand warships - the most complex artefacts - and the structure of large and complex organisations. Detailed evidence about ships and weapons can build large conclusions, for example about late Anglo-Saxon government and military organisation, or about the nature of warfare at sea in the Renaissance era. Kaufman examines the training and status of British military surgeons during the late 18th and 19th centuries. Their management of the sick and wounded during the wars with France leading up to and including the Peninsular War is also described. He concludes with an analysis of the medical problems associated with the Crimean War. Using important contemporary texts, Kaufman describes the personalities who served in the British Army Medical Department during the late 18th and 19th centuries, when diseases caused a much higher mortality than injuries sustained in battle. Many military surgeons were only poorly trained, and the management of the sick and wounded only gradually improved over this period despite significant advances in medicine, surgery, and hygene. Government spending cuts after the Peninsular War greatly depleted the medical service of the army so that by the time of the Crimean War it was unable to cope with a European-style war. Deficiencies were recognized and, in the case of the medical services, this led to the establishment of the Army Medical School in 1860. This analysis should be of particular interest to serving military medical officers and to historians and other researchers interested in the management of 18th and 19th century armies in times of peace and war.

Whilst naturally keen to promote international trade, there was a constant fear of importing potentially devastating diseases into British territories. In this groundbreaking study, John Booker examines the methods by which British authorities sought to keep their territories free from contagious diseases, and the reactions to, and practical consequences of, these policies. Drawing upon a wealth of documentary sources, Dr Booker paints a vivid picture of this controversial episode of British political and mercantile history, concluding that quarantine was a peculiarly British disaster, doomed to inefficiency by the royal prerogative and concerns for trade and individual liberty. This book examines the concept of port state jurisdiction in the context of international maritime law. In particular the book focuses on situations where port states have used their jurisdiction over visiting foreign-flagged vessels to apply unilateral domestic law, as compared with the internationally-agreed standards enforced by regional port state control organisations. To illustrate the legal issues involved three recent pieces of legislation are analysed in detail: the United States' Cruise Vessel Security and Safety Act 2010, the EU's liability insurance directive of 2009, and Australia's Fair Work Act 2009. Key issues include the legality of port states’ attempts to regulate aspects of a vessel’s structure or equipment, or even certain activities that may take place before a vessel’s arrival in port. The author argues that examples of unilateral measures being imposed by way of port state jurisdiction are growing, and that without active protests from flag states this concept will continue to expand in scope. As international law currently presents very few restrictions on the actions of ambitious port states, such developments may have a significant impact on the future of international maritime regulation.
