Debates around quality versus quantity in education can generate controversy about how quality is measured. Many question the drive to delineate and quantify precisely what works, suggesting that much value either cannot be measured or is distorted by measurement. This book explores how we can understand measurement in areas of education policy, planning, and practice that have not previously been considered measurable. The contributors ask four main questions: What do we measure and not measure when we try to measure the unmeasurable in education? When attempts have been made to measure the unmeasurable in education, what metrics have been adopted in which contexts, and with what outcomes? Why have measures been adopted as indicators of the unmeasurable, such as human rights? And how have particular organisations approached the problem of measuring the apparently unmeasurable in education, with what epistemological, normative, and conceptual resources, and consequences? The book draws on analyses from philosophy, history, sociology, and economics, with insights from national and international contexts. The contributions consider philosophical distinctions, historical experiences, and contemporary reflections on how to refine existing approaches to measurement of poverty, capability, rights, and the benefits of education. The discussion shows how measuring the unmeasurable takes account of the inequalities, complexities and uncertainties of work in education, thus suggesting a considerable deepening of the notion of education quality and measurement. Focusing on the vulnerability and resilience to economic shocks at the household level, this book draws on extensive research activities carried out in two Melanesia countries: the Solomon Islands and Vanuatu. In particular, it identifies the household impacts of the recent food, fuel and economic crises. The contributors also examine resilience by identifying how households responded to these recent economic events in order to cope with their impacts. Findings indicate that households are vulnerable to a range of shocks and often struggle to cope with their impacts. Shocks are making it harder for households to meet their basic needs. Households in Melanesia are facing increasing demands for money, in particular for school fees, basic foodstuffs and customary obligations. Concurrently, there are limited domestic opportunities for formal employment. Traditional social support networks are strong and are an important form of resilience. However, there is evidence that they are disintegrating. Of particular focus are the gendered impacts. Women are found to bear a disproportionate share of the burden in adjusting to household shocks. The authors highlight key areas in which public policy and development programmes can reduce household vulnerability and increase their resilience to future economic shocks.

This book empirically analyzes the vulnerability of poor households in rural areas of Mexico and the effects of the conditional cash transfer (CCT) program called PROGRESA-Oportunidades by adopting the two most recent sets of rural household panel data for 2003−2007. The period covered by this book coincides with the unexpected reversal of the poverty trend observed in 2006 to the present which raised a question of vulnerability to poverty of Mexican households that had emerged from poverty in the early 2000s under a stable economic condition. The author applies different methodologies in defining vulnerable households in each chapter, enabling discussion of the multiple dimensions of vulnerability from varying perspectives, to identify the determinants of rural household vulnerability to poverty and the CCT effects. Empirical studies reported in this book confirmed a certain role played by PROGRESA-Oportunidades in mitigating vulnerability; however, the effect was rather partial and could not fully achieve poverty reduction during the surveyed period. By combining the existent discussions and empirical results of the CCT impacts, the author concludes that a possible limitation of PROGRESA-Oportunidades may be the excessive focus on the labor supply side, thus complementary policies must enhance the demand side, especially in creating decent employment opportunities for youth.

In all of the major challenges facing the world currently, whether it be climate change, terrorism and conflict, or urbanization and demographic change, no progress is possible without the alleviation of poverty. New approaches in development economics have in recent years started from the premise that we cannot successfully deal with poverty unless we also deal with vulnerability—but not only vulnerability to income poverty but also vulnerability to various others hazards—such as climate, conflict, macroeconomic shocks and natural disasters. "In recent years an extensive body of literature has emerged on the definition, measurement, and analysis of poverty. Much of this literature focuses on analyzing poverty at the national level, or spatial disaggregation by general categories of urban or rural areas, with adjustments made for regional price differentials. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. Baker and Schuler summarize the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. Specific conclusions regarding design and analysis, data, timing, cost, and implementation issues are discussed.
