Yet one of the most difficult problems in conservation biology is the lack of baseline data against which to measure population changes. Measuring and Monitoring Biological Diversity is the first book to provide comprehensive coverage of standard methods for biodiversity sampling of amphibians, with information on analyzing and using data that will interest biologists in general. In this manual, nearly fifty herpetologists recommend ten standard sampling procedures for measuring and monitoring amphibian and many other populations. The contributors discuss each procedure, along with the circumstances for its appropriate use. In addition, they provide a detailed protocol for each procedure's implementation, a list of necessary equipment and personnel, and suggestions for analyzing the data. The data obtained using these standard methods are comparable across sites and through time and, as a result, are extremely useful for making decisions about habitat protection, sustained use, and restoration - decisions that are particularly relevant for threatened amphibian populations.

Amphibian species around the world are unusually vulnerable to a variety of threats, by no means all of which are properly understood. Volume 11 in this major series is published in parts devoted to the causes of amphibian decline and to conservation measures in regions of the world. This volume, Part 4 in the series, is concerned with Southern Europe (Italy, Malta, Croatia, Slovenia, Serbia, Montenegro, Bosnia and Herzegovina, Macedonia, Albania, Greece, Romania, Hungary, Bulgaria, Turkey, and Cyprus). Each chapter has been written by experts from each country, describing the ecological background and the conservation status of affected species, with an emphasis on native species. As well as infectious diseases and parasites, threats take the form of introduced and invasive species, pollution, destruction and alteration of habitat, and climatic change. These are discussed as they affect each species. All these countries have monitoring schemes and conservation programs, whose origins and activities are described. Recommendations for action are also made. The Environmental Monitoring and Assessment Program was created by EPA to develop the capability for tracking the changing conditions of our natural resources and to give environmental policy the advantages ofa sound scientific understanding of trends. Former EPA Administrators recognized early that contemporary monitoring programs could not even quantify simple unknowns like the number of lakes suffering from acid rain, let along determine if national control policies were benefiting these lakes. Today, adding to acidification impacts are truly complex problems such as determining the effects of climate change, of increases in ultraviolet light, toxic chemicals, eutrophication and critical habitat loss. Also today, the Government Performance and Results Act seeks to have agencies develop performance standards based on results rather than simply on levels of programmatic activities. The charge to EMAP of ecosystems is, therefore, the same today as it was a with respect to measuring the condition decade ago. We welcome the increasing urgency for sound scientific monitoring methods and data by efforts to protect and improve the environment. Systematic nationwide monitoring of natural resources is more than anyone program can accomplish, however. In an era of declining budgets, it is crucial that monitoring programs at all levels of government coordinate and share environmental data. EMAP resources are dwarfed by the more than $500 million spent on federal monitoring activities each year.
