A series of evolutionary changes to the process has resulted in a dysfunctional system that is overly complicated, duplicative and executed by an understaffed workforce. As a result, the intent of the Chief of Staff of the Army to transform the Army is hamstrung by a non-responsive system. This paper reviews the current process and its origins. The system is then compared to the system required to support a transforming Army in a period of great technological and doctrinal change. A proposal for a transformed system is presented.
