How Western donor assistance can both help and undermine democracy in different parts of the world Democracy promotion is a central pillar of the foreign policy of many states, but the results are often disappointing. In Promoting Democracy, Manal A. Jamal examines why these efforts succeed in some countries, but fail in others. A former journalist and researcher in the Palestinian territories, she offers an up-close perspective of the ways in which Western donor funding has, on one hand, undermined political participation in cases such as the Palestinian territories, and, on the other hand, succeeded in bolstering political engagement in cases such as El Salvador. The celebrations marking the 20th anniversary of the fall of the Berlin Wall provoked a debate on the outcomes of the transition process in the post-communist countries, including a debate on the functioning of civil society. Jacobsson and Saxonberg's collection of essays looks at social movements, and their forms of mobilization and organization, as well as action repertoires in relation to the social context, and their success or failure. Our modern security systems have recently come under a lot of criticism: as too bureaucratic and unadaptable, too secretive and untrustworthy, and too obsessed with information technology rather than human needs. Yet listing failures is easy; security is never perfect. The question is why current approaches fail and whether there are viable alternatives. Professor Stover looks closely at information technology and communication as agents of economic, social, and political development in Third World countries, stressing that definitions of "communication" and "development" must include participation in the exchange of information and the attainment of humane values.
