Dada la exigencia de los gobiernos de tener un protocolo de bioseguridad para todas las actividades económicas, sociales que busque minimizar los riesgos de la pandemia del COVID 19 , con este manual propuesto, se establece un sistema coherente de protocolos y recomendaciones con base en los instructivos de la OMS, el Ministerio de Salud y las mejores prácticas, para el manejo del riesgo generado por el COVID 19, el cual no sólo tiene consecuencias en la salud, sino también legales, operacionales, comerciales y reputacionales.Por su estructura de sistema de administración de riesgos, este Manual orienta a identificar las situaciones potenciales de COVID 19 y los riesgos que pueden generarse. Luego instruye sobre como medirlos, monitorearlos y controlarlos. Bajo la anterior estructura, este Manual orienta a las empresas sobre los protocolos que deben adoptarse en cuanto a (i) de higiene, limpieza y desinfección periódicos para toda la Empresa, considerando especialmente los puntos críticos o sensibles; (ii) la sintomatología del COVID 19 (autocontrol supervisado) y las señales de alerta, así como la higiene, limpieza y desinfección personal que cada empleado, colaborador o tercero debe realizar cotidianamente al hacer presencia física en las instalaciones de la Empresa; (iii) la logística de personal (programación de turnos, aglomeraciones permitidas, movilizaciones, adecuaciones de infraestructura, personal esencial y no esencial); y, (iv) un protocolo frente a empleados y colaboradores contagiados,.Adicionalmente, este manual contiene recomendaciones de protección legal en materia de bioseguridad frente a clientes, proveedores, empleados y colaboradores. También contiene un modelo de términos legales de bioseguridad que deben incluirse de ahora en adelante en los contratos. Finalmente, el Manual presenta una lista de chequeo útil al empresario para el manejo de los riesgos asociados con el COVID 19.Es de anotar que este Manual ha sido elaborado por un grupo interdisciplinario legal y de salud ocupacional con amplia experiencia en el manejo de riesgos profesionaeles.
