It was formerly hypothesized that placing a radioactive source near the end of a lightning conductor would improve the likelihood that lightning would strike the conductor. It is estimated that hundreds of thousands of these radioactive lightning conductors (RLCs) were installed worldwide. However, no convincing scientific evidence has been produced to demonstrate increased efficacy and the use of RLCs does not comply with the justification principle established in the International Basic Safety Standards. Therefore, most countries have recognized the need to stop installing RLCs and to remove existing devices from the public domain. This publication summarizes all technical and organizational aspects related to the recovery and dismantling of RLCs as well as the safe management of the associated disused radioactive sources. The report describes the general arrangement, highlights the quality management components, identifies the staffing requirements and covers certain areas vital for the preparation for dismantling and source conditioning operations. Relevant information is provided on the various models of radioactive lightning conductors and how their design features influence the dismantling and source recovery operations. The publication also incorporates the most recent experience on various concluded projects in several Member States and captures the lessons learned.

The largest volumes of radioactive wastes in the United States contain only small amounts of radioactive material. These low-activity wastes (LAW) come from hospitals, utilities, research institutions, and defense installations where nuclear material is used. Millions of cubic feet of LAW also arise every year from non-nuclear enterprises such as mining and water treatment. While LAW present much less of a radiation hazard than spent nuclear fuel or high-level radioactive wastes, they can cause health risks if controlled improperly. Improving the Regulation and Management of Low-Activity Radioactive Wastes asserts that LAW should be regulated and managed according to the degree of risk they pose for treatment, storage, and disposal. Current regulations are based primarily on the type of industry that produced the waste-the waste's origin-rather than its risk. In this report, a risk-informed approach for regulating and managing all types of LAW in the United States is proposed. Implemented in a gradual or stepwise fashion, this approach combines scientific risk assessment with public values and perceptions. It focuses on the hazardous properties of the waste in question and how they compare with other waste materials. The approach is based on established principles for risk-informed decision making, current risk-informed initiatives by waste regulators in the United States and abroad, solutions available under current regulatory authorities, and remedies through new legislation when necessary.

Zambia like all other countries in the world is faced with environmental problems brought about by a variety of human activities. In Zambia the major environmental issues as identified by Nation Environmental Action Plan (NEAP) of 1994 are water pollution, poor sanitation, land degradation, air pollution, poor waste management, misuse of chemicals, wildlife depletion and deforestation. Zambian has been using a lot of radioactive materials in its various industries. The country has taken several projects with help of external partners. These partners however left these projects in the hands of the Zambians without developing their capacities to manage these radioactive sources. The Government recognized the need to manage these sources and passed legislation governing the management of radioactive materials. The first act of Parliament on Radiation Protection work was passed in 1975 to legislate the use of ionizing radiation. However, because of financial constraints the Country is facing, these regulations have remained unimplemented. Fortunately the international Community has been working in partnership with the Zambian Government in the Management of Radioactive Material. Therefore this paper will present the following aspects of radioactive waste management in Zambia: review Existing Legislation in Zambia regarding management of spent/radioactive sources; capacity building in the field of management of radioactive waste; management of spent and disused radiation sources; existing disposal systems in Zambia regarding spent/orphaned sources; existing stocks of radioactive sources in the Zambian industries.
