This book seeks to put together the voices, the diverse positions and views of policy makers, gatekeepers and actors involved in the internationalisation of higher education institutions in Malaysia higher education system. It begins with an exploration of the literature and then examines the critical issues faced on the ground by higher education institutions in Malaysia. Issues are identified and interpreted based on a survey as well as those obtained from interviews involving stakeholders and players from various academic backgrounds, administrative positions and practitioner experiences. The findings indicated that there are diverse and contested perspectives on the aims, challenges and complexities faced in internationalisation. Broadly, there seems to be general agreement that Malaysia has fairly clear policies on the internationalisation in higher education which emphasises the mobility of students with a focus on the recruitment of international students and academic staff. Increasingly the respondents agree that there are needs to be a shift to a more holistic view of internationalisation which is system wide including internationalisation at home, enhancing research and development, and the need for greater institutional autonomy. This book characterises the complex contexts and issues around internationalisation in the Malaysia higher education system including issues around access and equity, competition and/or collaboration, import oriented and/ or domestic internationalisation. It also aims to provide a theoretical, conceptual and empirical evidence based resources for more informed evidence based policy and practice for the internationalisation of higher education systems. Language choice has become a common phenomenon in interracial encounters in which speakers are always faced with the challenge of choosing an appropriate language in various domains of communication. In multilingual and multiracial societies, language choice can sometimes be crucial because of its social, political, and economic impact on the speakers. Even in the smallest unit of a society which is the family, language choice plays an important role particularly in interactions between husbands and wives who come from different linguistic and cultural backgrounds. It is therefore the objective of this research to examine the language choice in interracial couples' communication. More specifically, this research examines the language choice, accommodation strategies, and code switching patterns in verbal communication of Filipino-Malaysian couples in the home domain. Furthermore, this study explores the occurrence of language choice in relation to ethnicity, first language, and gender. To carry out the study, 60 spouses consisting of Filipino-Malay, Filipino-Malaysian Chinese and Filipino-Malaysian Indian couples were interviewed and given questionnaires which include the socio demographic profile, language choice and accommodation strategies used. Data were collected using the qualitative approach by interviewing and recording the conversations of Filipino-Malaysian couples. To support the qualitative findings, a quantitative approach based on the questionnaire results was also used. The findings of the study reveal that Filipino-Malaysian couples prefer English as their medium of communication at home with some switching to Bahasa Malaysia, Chinese and Filipino languages. The couples' preference of English is prevalent although none of them considered English as their first language. Their mother tongue becomes the secondary preference which is evident in the use of code switching. The findings further reveal that couples' language choice is influenced by ethnicity, first language and gender. On the other hand, the use of accommodation strategies such as approximation, interpretability, discourse management and interpersonal control accommodation strategies occurs in many interactions. The findings of the study support Giles' and Powesland's (1978) Communication Accommodation Theory (CAT) that in interracial couples' communication spouses tend to accommodate each other by using a range of accommodation strategies which include code switching.

Tracing Malaysia’s political economy since 1800, Abdillah Noh argues that it has been substantially path-dependant based on choices made by the British colonial administration. Focusing mainly on two major groupings in Malaysia’s political economy – the Malays and Chinese Malaysians – Noh demonstrates that British policies engendered two processes. First, a less-than-full-retrenchment of Malay political dominance by preserving Malay de jure power and, second a less-than-full incorporation of new actors in Malaya’s political economy. Such decisions to preserve Malay de jure power alongside half-hearted measures at incorporating non-Malays’ economic and political presence created communities with mutually exclusive institutions that increasingly compete for access to political, social and economic resources. He thus reasons that Malaysia’s state formation - and the consequent consociational logic - is not a contrived act that was hatched at the point of its independence. Rather, it is the result of deep institutional processes that are centred on the idea of path dependence, self- reinforcement mechanism, timing and sequence. A valuable read for scholars of Malaysian history and politics, as well as for scholars of postcolonial state formation and public policy more broadly.
