Les publications se multiplient sur la question du risque d’inondation car aujourd’hui comme hier, la société contemporaine affronte la même contradiction : une demande sociale de sécurité de plus en plus forte dans une société dont le développement génère en permanence de nouveaux risques et qui s’expose de plus en plus. Dans ces conditions, comment inciter les communes concernées à se tourner vers des alternatives plus durables, comme la réduction de la vulnérabilité, à mettre en place des plans de gestion des risques ambitieux, à créer de nouveaux procédés, à développer de nouvelles techniques, à sensibiliser largement le public ? Aussi, s’il semble impossible d’agir de manière certaine sur les processus naturels, il est possible de réduire la vulnérabilité des personnes et des biens exposés aux risques d’inondation par la création progressive d’un cadre législatif et réglementaire adéquat mais aussi en intégrant le risque dans les politiques urbaines, par le recours à la planification et par une meilleure organisation de la sécurité des biens et des personnes et plus globalement des territoires. L’évolution des rapports entre l’urbanisation et les inondations a connu un retournement spectaculaire dans les deux dernières décennies : on est passé de l’illusion de la maîtrise totale des risques, au cours des Trente Glorieuses, à la prise en compte et même à la valorisation des zones inondables dans l’aménagement urbain.
