Excerpt from Long and Short Haul by Common Carriers: Hearings Before the Committee on Interstate Commerce, United States Senate, Sixty-Sixth Congress, First Session on a Bill to Amend Section 4 of the Act to Regulate Commerce, Passed February 4, 1887, and Subsequent Amendments Thereof The result of this is not a free and fair distribution of the com merce of the country under normal rates, but the centralization of traffic in more favorably located territories, so far as water competi tion is concerned. Now, it would seem to the speaker, that it is better policy, as stated by the Interstate Commerce Commission, that this so-called water competition would not only be met in fair part from the points threatened in the east by water competition, but in view of the fact that the haul from western producing points is from a thousand to miles nearer, it would be preferable to meet in part at least that competition from the western markets.
