Local governments are challenged by how services are delivered to the citizens and meeting development indicators of their localities. Extending services which add economic value to the welfare of the citizen is still a complex function because of the limited resources. As a result, the need to decentralize evolved and everyone should have a say on the development agenda of the community.To achieve sustainable development and equally distributed resources, citizens should have a say on how local government budget is decided on. Hence, the three critical issues of local government budgeting, citizen participation and poverty alleviation are the critical questions of this work taking local governments in Rwanda as pivotal point of interest. The objective of the study was to analyze how local government budgeting is responding to poverty alleviation in the course of the citizen participation and questions related to the budgeting process and citizen participation, budget financing and local government expenditures, budget communication, budget execution, reporting and accountability and poverty alleviation were analyzed.

Among the positive lessons, the authorities point to the importance of ownership of the strategy including aid-financed programs, home-grown initiatives, community-based solutions, and an adequate institutional and legal framework. The overall objectives of the EDPRS 2 are to accelerate growth and further reduce poverty, including extreme poverty.

The implementation of policies improved considerably in 2004, although economic performance has been adversely affected by exogenous shocks. Strong activity in construction, transport, and communication raised growth to 4 percent, despite major electricity shortages. Macroeconomic and structural policies will aim at enhancing private sector development and accelerating productivity-enhancing strategies. Fiscal policies will focus on supporting macroeconomic stability and improving the quality of spending through a sizable reallocation to priority areas.

This paper reviews the Annual Progress Report for Rwanda's Poverty Reduction Strategy Paper (PRSP). The performance of the Rwandan economy improved in 2004. GDP growth increased from 0.9 percent to 4.2 percent. The Government of Rwanda continued the implementation of its widespread program of reform of the national public finance management system. Progress on aid coordination and harmonization was consolidated during 2004 by putting in place some new structures, such as the External Finance Unit in Ministry of Finance and Economic Planning and the Development Partners Coordination Group secretariat.
