When local election turnout rates are low, citizens are misrepresented, and local elected and appointed officials do not service their cities to the best of their abilities. This research explores the causes of low election turnout and local campaigning efforts, while simultaneously exploring how elected and appointed officials can, together, combat it and better the function of local public administration within three Southern California municipalities. The study employs a mixed-methods approach to bridge the gap between citizens abstaining from political participation and local officials via focus groups and anonymous surveys. First, a total of one thousand surveys will be sent to various neighborhoods with statistically low voter turnout in three different municipalities. Second, once filled out and returned, focus groups will be made up of three elected officials and three appointed officials from each municipality. The focus groups will be hosted in each of the municipalities and will discuss the results of the citizen's survey pertaining to each municipality. The best recommended policy is to normalize the collaborative efforts of elected and appointed officials to increase voter turnout in local elections.
