Population estimates are observed to play a central part in both the qualification of local areas for Federal programs and in the distribution of fiscal assistance funds. General Revenue Sharing is singled out as perhaps the most familiar and well supported program relying, at least in part, upon total population as a distribution mechanism. Local research resulting in population estimates is noted to have been adopted for use in such allocation systems for selected States. The Federal-State Cooperative Program for Local Population Estimates (FSCP) has strengthened these programs through joint State-Census Bureau efforts. It is speculated that similar arrangements may be possible for other currently active legislative programs based upon population characteristics. Contact with a newly formed FSCP subcommittee, a Census Bureau estimating methods research unit, or State-local cooperative groups emerging in some States are suggested potential avenues for local research to impact as many as 103 separate pieces of legislation depending upon some item of population information for operation of the program. Similar opportunities are identified for population projections. Although no legislation contains formal provisions for the use of projections to the degree now specified for current population estimates, projections are relied upon for the administration of programs in the Environmental Protection Agency and in the Department of Transportation. Other instances of projections used in planning applications are identified, as are the likely points of entry for local research work.

Pursuant to a congressional request, GAO provided information on the use of the Bureau of the Census' 1990 census Post Enumeration Survey, focusing on the: (1) uses of population-related data in federal grant programs; and (2) potential implications of the proposed use of 1990 census-adjusted population data by the federal government in direct allocations to states and local governments. GAO found that: (1) in fiscal year (FY) 1991, 100 federal programs providing grants at the state and local levels used population data directly or indirectly to allocate at least some portion of their grant funds; (2) during FY 1991, the 100 programs had total estimated obligations of about $116 billion; (3) since some programs allocated only a portion of their total grants through formulas that included population data elements, the amount of funding influenced by population data was less than that total; (4) the effect of substituting 1990 adjusted population data for the decennial census data in federal funding formulas would be relatively small, because of the multiple variables involved in determining fund allocations and the fact that most federal funding formulas use data aggregated at a state level; (5) since more time has been available to perfect the methodology for adjustment, and estimates were not produced for very small geographic areas, the Bureau might be able to adjust intercensal population estimates for the FY 1990 census net undercount; and (6) any data incorporating a correction for census net undercounts will not be available before mid-1992 or early FY 1993, because of the time involved to complete the necessary methodological research.

The U.S. census, conducted every 10 years since 1790, faces dramatic new challenges as the country begins its third century. Critics of the 1990 census cited problems of increasingly high costs, continued racial differences in counting the population, and declining public confidence. This volume provides a major review of the traditional U.S. census.
