This is a report of an occupational survey of the Liquid Fuel Systems Maintenance (LFM) (AFSC 3E4X2) career ladder conducted by the Occupational Analysis Flight of the Air Force Occupational Measurement Squadron (AFOMS). The survey was performed as part of the production cycle to maintain currency of pertinent career ladder training documents. Data collected through this OSR will be utilized by training development personnel to evaluate the effectiveness of training within AFSC 3E4X2. The career ladder was last surveyed as AFSC 545X1 (Converted to AFSC 3E4X2 effective 31 October 1993), and the subsequent OSR is dated October 1992.

Survey results were based on the responses of 436 incumbents. This represents 73 percent of the manning as of 30 Sep 1975. The Liquid Fuels Systems Maintenance career ladder consisted of the following groups: -- Conventional Fuels: Conventional Fuels Specialist/Technician, Conventional Fuels Storage Tank and Control Device Technician, MOGAS Pump Assembly Maintenance Technician, NCOIC Conventional Fuels, Bulk Storage Tank Specialist, MOGAS Assembly and Manual Valve Specialist, Mechanical Superintendent, Quality Control, Unconventional Fuels; Unconventional Fuels Clean Room Technician, Unconventional Fuels Technician, First-line Supervisor, NCOIC Unconventional Fuels Systems Maintenance, and PTS Protective Clothing Specialist. There is no overlap in technical job performnce between conventional and unconventional fuels specialists/technicians. Within each specialty there is very little specialization. Normal job progression was evidenced by task performance at the various skill levels. Supervisory tasks are found in addition to some technical ones as skill level increases. The 9-skill level job is totally supervisory.

This report is a result of analysis of a survey of 305 of the 407 assigned 545X1 personnel, for a 75 percent sample. This sample was representative across major commands and paygrades. Analysis revealed a common technical job performed by most 545X1 personnel. Five noteworthy variations within this job were found, differing mainly on the breadth of their job and non-technical responsibilities. In addition, one group of Shop Foremen were also identified performing mainly a supervisory and managerial job. First-term 545X1 personnel are performing the full spectrum of technical liquid fuel systems maintenance tasks. With experience, 545X1 personnel continue to perform many of the same technical tasks; however, they also assume increasing managerial and supervisory responsibilities. Comparison of the 545X1 Specialty Descriptions with OSR data revealed that these documents accurately reflect the tasks and jobs performed. Both the 545X1 STS and POI 3ABR54531 were found to be comprehensive and representative of the job performance of 545X1 personnel. One STS paragraph and two areas of the POI were identified for review.
