The volume presents the changing situation of the Roma in the second half of the 20th century and examines the politics of the Hungarian state regarding minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. In the first phase analyzed (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. Gypsy culture was equivalent with culture of poverty that must be eliminated. Forced assimilation through labor activities continued. The Roma adapted to new conditions and yet kept their distinct identity. From the 1970s, Roma intellectuals began an emancipatory movement, and its legacy is felt until this day. Although the third phase (1989-2010) brought about freedoms and rights for the Roma, with large sums spent on various Roma-related programs, the situation on the ground nevertheless did not improve. Segregation and marginalization continues, and it is rampant. The authors powerfully conclude: while Roma became part of the political community, they are still not part of the national one. This report brings together the available evidence from primary and secondary sources, including household surveys and results of recent qualitative studies, to develop a picture of the development challenges facing Roma populations in Central and Eastern Europe. While living standards have declined for all population groups during the transition to a market economy, there are growing indications that conditions have deteriorated more severely for Roma than for others, and that Roma are poorly positioned to take advantage of emerging economic opportunities. This report focuses on five countries in Central and Eastern Europe: Hungary, Bulgaria, Romania the Czech Republic, and the Slovak Republic. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

Following the enlargement of the European Union in May 2004, Roma (or gypsies) are now the largest minority group in Europe. They are also one of the poorest and most vulnerable groups, living mainly in Central and Eastern Europe, suffering poverty levels as high as ten times that found within majority populations. The lack of information about the living conditions and needs of Roma people compound these stark gaps in human development outcomes. This publication, prepared for a conference held in Budapest, Hungary in June 2003, brings together original sociological research, evaluations of programme initiatives, and the first comparative cross-country household survey on ethnicity and poverty. It finds that Roma poverty is multi-faceted and can only be addressed by a inclusive policy approach which respects their diversity.

For the European Union, lifelong learning has become a means of achieving both competitiveness and social cohesion in an increasingly knowledge-based and globalised economy. Though the concept of lifelong learning is not new, it now coincides with a period of rapid EU expansion. The research project the book is based on examines how lifelong learning is understood and operationalised, especially in countries within the area of the EU's expansion. Europe, its policy-makers and peoples, need to know whether lifelong learning can contribute to the construction of a European identity - and if so, how. The research points to the importance of diverse national contexts, which suggests a single model of lifelong learning across the EU is unlikely to be achieved. This open access volume provides an understanding of the different aspects of success, school continuity and social mobility among European Roma, including the motives justifying the high rates of school dropout and failure among this group. The intersection of this diversity and plurality of standpoints makes possible to obtain a comprehensive view on the education and schooling of European Roma.
