The road to sustainable forest management and stewardship has been debated for decades. Some advocate for governmental control and oversight. Some say that the only way to stem the tide of deforestation is to place as many tracts as possible under strict protection. Caught in the middle of this debate, forest inhabitants of the developing world struggle to balance the extraction of precarious livelihoods from forests while responding to increasing pressures from national governments, international institutions, and their own perceptions of environmental decline to protect biodiversity, restore forests, and mitigate climate change. Mexico presents a unique case in which much of the nation’s forests were placed as commons in the hands of communities, who, with state support and their own entrepreneurial vigor, created community forest enterprises (CFEs). David Barton Bray, who has spent more than thirty years engaged with and researching Mexican community forestry, shows that this reform has transformed forest management in that country at a scale and level of maturity unmatched anywhere else in the world. For decades Mexico has been conducting a de facto large-scale experiment in the design of a national social-ecological system (SES) focused on community forests. This book presents the updated results of an investigation carried out in 2019. The National Autonomous University of Mexico’s (UNAM) Climate Change Research Program (PINCC), funded the research coordinated by Armelle Gouritin. The research aims to answer the following questions: Does the Mexican legal framework and public policies address forced internal climate mobility? If not, what could be the elements of a legal framework and public policies to address the phenomenon? As the phenomenon was approached it was clear that it was extremely complex and consisted of numerous tensions that would lead to other questions throughout the research process. Climate forced internal displacement is projected as a huge-scale phenomenon in Mexico. Against this background, the book provides the first critical diagnosis of the current politico-legal Mexican framework and finds it to be lagging behind in terms of prevention and attention. The book analyses the three-level Mexican governance (federal, state and local levels), and identifies serious loopholes according to a rights-based approach that particularly focuses on women, indigenous peoples, and persons and communities with scarce economic resources. The results provide information on up-coming legislative and political processes and provide benchmarks that can be applied in other case-studies, including other national frameworks’ critical analysis.

Cuando se trate de recursos forestales cuya propiedad o legítima posesión corresponda a los pueblos y comunidades indígenas se observará lo dispuesto por el artículo 2o. de la Constitución Política de los Estados Unidos Mexicanos.

Since 2009, CIFOR has conducted a multi-donor funded Global Comparative Study on REDD+ (GCS-REDD+) in 10 countries (Indonesia, Brazil, Bolivia, Cameroon, Peru, Tanzania, Vietnam, DR Congo, Nepal and Mexico). The project began as a four-year global research study on first-generation REDD+ demonstration and readiness activities and has since expanded to address a number of related topics, including multilevel governance in REDD+ benefit sharing and land use decisions. REDD+ is a multilevel process, and issues of scale, power and politics apply to both land use decisions and the institutions set up as part of REDD+ and other initiatives aimed at improving landscape governance. The nature and extent of multilevel communication and coordination influence the legitimacy of the institutions and processes established. It is thus necessary to analyze the political and economic challenges and opportunities behind technical processes such as Monitoring, Reporting and Verification (MRV) systems. This occasional paper focuses on Mexico’s approach to REDD+ MRV and the interplay between national and state levels. It aims to increase understanding about the interests and levels of understanding of the different actors involved in REDD+ MRV, why their visions vary, how coordination functions across actors and scales and the underlying factors that affect it. The paper identifies challenges and opportunities and provides insights on how the process can be improved to create a multilevel REDD+ MRV system that responds to the different needs and interests of national, state and local actors. The lessons from Mexico are also relevant for other countries engaged in this process.
