Des divergences d'intérêts à l'égard de l'Europe se constatent entre petites et grandes entreprises, entreprises privées et entreprises publiques. De même l'analyse des cas Philips et Goodyear révèle une approche de l'intégration européenne par les sociétés multinationales différente de celle d'entreprises nationales. Durant la période antérieure aux années soixante, celles-ci manifestent généralement une forte opposition à la construction européenne. Il suffit de rappeler les efforts aussi vains que considérables pour associer les patrons à la réalisation du Benelux. Puis entre la mise en place de la CECA et celle de la CEE, des phénomènes d'accoutumance au processus d'intégration incitent le patronat à s'y adapter lentement. Il va sans dire que l'apport considérable de ces recherches sur le patronat européen a le mérite de dépasser l'enrichissement de notre information en suscitant de nouvelles interrogations et signalant de nouvelles pistes aux chercheurs à venir.

This book radically re-conceptualises the origins of the European Union as a trans- and supranational polity as it emerged between the Schuman Plan of May 1950 and the first enlargement of the European Communities at the start of 1973. Drawing upon social science theories and debates as well as recent historical research, Wolfram Kaiser and Morten Rasmussen in their introductory chapters discuss innovative ways of narrating the history of the EU as the emergence of a transnational political society and supranational political system. Building on these insights, eight chapters based on multilateral and multi-archival research follow each with case studies of transnational networks, public sphere and institutional cultures and policy-making which illustrate systematically related aspects of the early history of the EU. The quasi-federal European Union stands out as the major exception in the thinly institutionalized world of international politics. Something has led Europeans—and only Europeans—beyond the nation-state to a fundamentally new political architecture. Craig Parsons argues in A Certain Idea of Europe that this "something" was a particular set of ideas generated in Western Europe after the Second World War. In Parsons's view, today's European Union reflects the ideological (and perhaps visionary) project of an elite minority. His book traces the progressive victory of this project in France, where the battle over European institutions erupted most divisively. Drawing on archival research and extensive interviews with French policymakers, the author carefully traces a fifty-year conflict between radically different European plans. Only through aggressive leadership did the advocates of a supranational "community" Europe succeed at building the EU and binding their opponents within it. Parsons puts the causal impact of ideas, and their binding effects through institutions, at the center of his book. In so doing he presents a strong logic of "social construction"—a sharp departure from other accounts of EU history that downplay the role of ideas and ideology.
