In this work, Timothy Smith argues that although post-World War II politicians have attempted to take credit for the creation of the welfare state, the social reform movement in France actually grew out of World War I. Smith shows that French social spending before World War II was well above the European average and demonstrates that the present welfare state is based on a structure that already existed but was expanded and consolidated with great political fanfare during the 1940s. Smith shows that France's most important social legislation to date - providing medical insurance, maternity benefits, modest pensions, and disability benefits to millions of people - was passed in 1928 (and amended and put into practice in 1930). This law covered over 50 per cent of the population by 1940. Few other nations could have claimed this sort of social insurance success. As well, by 1937 the centuries-old public assistance residency requirements had been transferred from the local to the departmental (regional) level. France's success in introducing important social reforms may require us to rethink the common view of interwar France as a time of utter political, economic and social failure.

How can the EU's community of welfare states adapt their public policies to economic globalization? What happens when the economic and social aims of the EU come into conflict? This book examines the developing legal regimes and regulation of public services in the UK and other European countries. Public services are examined though a case-study of the complex area of public employment services. These are job-placement and vocational training services which aim to maximize employment and minimize unemployment within EU member States' Active Labour Market policies. Employment services are at the centre of a complex web of rules in both hard and soft forms of law deriving from the EU, national public law and from private, and at times contractual, agreements. They also lie at the crossroads of a series of trends in regulation, and priorities have been inspired by an array of conflicting policy rationales. These policy rationales include the establishment of an open and competitive European internal market, the establishment of an efficient welfare state, the scaling down of state administrative machinery, the fulfilment of core public service responsibilities, and the creation of public-private partnerships. Laura Levine Frader’s synthesis of labor history and gender history brings to the fore failures in realizing the French social model of equality for all citizens. Challenging previous scholarship, she argues that the male breadwinner ideal was stronger in France in the interwar years than scholars have typically recognized, and that it had negative consequences for women’s claims to the full benefits of citizenship. She describes how ideas about masculinity, femininity, family, and work affected post–World War I reconstruction, policies designed to address France’s postwar population deficit, and efforts to redefine citizenship in the 1920s and 1930s. She demonstrates that gender divisions and the male breadwinner ideal were reaffirmed through the policies and practices of labor, management, and government. The social model that France implemented in the 1920s and 1930s incorporated fundamental social inequalities. Frader’s analysis moves between the everyday lives of ordinary working women and men and the actions of national policymakers, political parties, and political movements, including feminists, pro-natalists, and trade unionists. In the years following World War I, the many women and an increasing number of immigrant men in the labor force competed for employment and pay. Family policy was used not only to encourage reproduction but also to regulate wages and the size of the workforce. Policies to promote married women’s and immigrants’ departure from the labor force were more common when jobs were scarce, as they were during the Depression. Frader contends that gender and ethnicity exerted a powerful and unacknowledged influence on French social policy during the Depression era and for decades afterward.
