Pourquoi la France n’a-t-elle pas ratifié la Charte des langues régionales ou minoritaires ? Et en Inde, pourquoi des parents choisissent-ils de scolariser leurs enfants en anglais ? Ces interrogations, parmi d’autres, émergent de la lecture du numéro 70 de la Revue internationale d’éducation de Sèvres consacré au choix des langues d’enseignement. Elles montrent qu’à l’évidence, ce choix est une question éminemment politique, qui dépasse largement le cadre des politiques éducatives. Les dix études qui composent ce dossier portent sur des contextes aussi différents que l’Algérie, le Burkina Faso, les Comores, l’Es- tonie, la France, l’Inde, le Paraguay, le Pays basque espagnol, Singapour, et la politique du Conseil de l’Europe. Elles font apparaître le constat suivant : aujourd’hui, le choix de la langue d’instruction n’est plus seulement le fait des pouvoirs publics ou des politiques officielles. Il subit désormais l’influence de facteurs et d’acteurs multiples, qui manifestent plus ou moins, selon les contextes, leur adhésion à une politique commune ou au contraire cherchent à la contourner. Des stratégies de différenciation sociale sont mises en place par des groupes aux intérêts divers, pour répondre aux enjeux du monde contemporain : employabilité et circulation professionnelle, obligation de résultats, privatisation et diversification de l’offre de formation, ou encore affirmation identitaire et reconnaissance de langues minoritaires dans la scolarisation. Partout l’arrivée en force d’acteurs nouveaux dans les débats, qu’il s’agisse des pouvoirs politiques régionaux, des parents, mais aussi des organisations internationales, change la donne, y compris au niveau des systèmes éducatifs.
