Si la maîtrise des ressources communicationnelles constitue un critère essentiel pour la durabilité du développement local, comment peut-il se faire que la question linguistique en général, et la langue localement principale en particulier (celle que la communauté locale emploie le plus), soient ignorées ou voient leur rôle minimisé, comme le démontre le silence qu'observent sur ce sujet les spécialistes de la communication pour le développement ainsi que la majorité des sociologues de l'éducation ? Deux positions se font face lorsqu'il s'agit de résoudre le problème de la fragmentation linguistique.
