This is the first detailed account of a new approach to microphysics based on two leading ideas: (i) the explicit dependence of physical laws on scale encountered in quantum physics, is the manifestation of a fundamental principle of nature, scale relativity. This generalizes Einstein's principle of (motion) relativity to scale transformations; (ii) the mathematical achievement of this principle needs the introduction of a nondifferentiable space-time varying with resolution, i.e. characterized by its fractal properties.The author discusses in detail reactualization of the principle of relativity and its application to scale transformations, physical laws which are explicitly scale dependent, and fractals as a new geometric description of space-time.

The African Convention on the conservation of nature and natural resources was adopted in 1968 in Algiers. Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. Two and a half decades of intense developments in international environmental law made it necessary to revise this treaty, update its provisions and enlarge its scope. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. The twenty years since the signing of the Maastricht Treaty have been marked by an integration paradox: although the scope of European Union (EU) activity has increased at an unprecedented pace, this increase has largely taken place in the absence of significant new transfers of power to supranational institutions along traditional lines. Conventional theories of European integration struggle to explain this paradox because they equate integration with the empowerment of specific supranational institutions under the traditional Community method. New governance scholars, meanwhile, have not filled this intellectual void, preferring instead to focus on specific deviations from the Community method rather than theorizing about the evolving nature of the European project. The New Intergovernmentalism challenges established assumptions about how member states behave, what supranational institutions want, and where the dividing line between high and low politics is located, and develops a new theoretical framework known as the new intergovernmentalism. This book is the first study on the work of the Eurogroup - monthly informal meetings between euro area finance ministers, the Commission and the European Central Bank. Puetter convincingly demonstrates how this small, secretive circle of senior decision-makers shapes European economic governance through a routinised informal policy dialogue. Although the role of the Eurogroup has been contested since before the group's creation, its actual operation has never been subject to systematic evaluation. This book opens the doors of the meeting room and shows how an understanding of the interplay of formal provisions and informal processes is pivotal to the analysis of euro area governance. The book advances the conceptual understanding of informal negotiations among senior European and national decision-makers, and provides a unique in-depth analysis of historical episodes of policy coordination.
