A study assessed the relevance of work-based learning approaches used in school-to-work efforts. Evidence indicated that employers were steadily raising the entry requirements into the low end of the labor market. Despite the serious skill deficiencies of welfare recipients, employers felt no responsibility to people who lacked the basic skills needed to hold a job and provided little support for individuals who could not function effectively in a work environment. They provided limited training for entry-level workers, but were receptive to helping welfare recipients. School-to-work models incorporated work experience and learning at work through mentoring, contextual learning, and credentialing of competencies and skills learned on the job. Three skills-related challenges facing welfare recipients could be addressed through work-based learning approaches in paid employment or community-service placements: understanding the workplace; learning a range of skills and knowledge broader than needed to accomplish immediate job tasks; and getting employers to recognize credits for skills and knowledge mastered on the job. Technical assistance and integration with the education system are still needed to assist welfare recipients' efforts to get jobs and advance in a career. These policy directions were identified: grants/support for third parties, laboratories and demonstration programs, financial incentives for employers, and integration of the welfare, employment and training, and education systems. Based on ethnographic research in Contra Costa County, California (CCC), Pimping the Welfare System highlights a welfare program implemented after welfare reform that differed in significant ways from the predominant work first approach implemented by most welfare programs. The book argues that by imparting dominant economic, social, and cultural capital, CCC’s welfare program empowered participants and improved their quality of life and life chances. Successfully transmitting these types of capital, however, was dependent upon the discourses, practices, and pedagogy deployed by welfare workers—as well as the policies, practices, and resources of the welfare program. In particular, CCC’s welfare workers encouraged the acquisition and use of dominant capital (that which is desired by the labor market) by acknowledging and respecting the various types of capital welfare participants already had, and by encouraging participants to make strategic choices about deploying different types of capital. This book calls into question monolithic understandings of economic, social, and cultural capital and encourages a new conceptualization of capital that resists framing poor women as fundamentally “lacking.” In addition, it points to ways welfare administrators and welfare workers can develop more empowering programs even within the confines of federal, state, and local regulations.

Over half of all births to young adults in the United States now occur outside of marriage, and many are unplanned. The result is increased poverty and inequality for children. The left argues for more social support for unmarried parents; the right argues for a return to traditional marriage. In Generation Unbound, Isabel V. Sawhill offers a third approach: change "drifters" into "planners." In a well-written and accessible survey of the impact of family structure on child well-being, Sawhill contrasts "planners," who are delaying parenthood until after they marry, with "drifters," who are having unplanned children early and outside of marriage. These two distinct patterns are contributing to an emerging class divide and threatening social mobility in the United States. Sawhill draws on insights from the new field of behavioral economics, showing that it is possible, by changing the default, to move from a culture that accepts a high number of unplanned pregnancies to a culture in which adults only have children when they are ready to be a parent.

Many Americans seem convinced that government programs designed to help the poor have failed. Social Programs That Work shows that this is not true. Many programs have demonstrably improved the lives of people trapped at the bottom of the social and economic ladder. Social Programs That Work provides an in-depth look at some of the nation's best interventions over the past few decades, and considers their potential for national expansion. Examined here are programs designed to improve children's reading skills, curb juvenile delinquency and substance abuse, and move people off welfare into the workforce. Each contributor discusses the design and implementation of a particular program, and assesses how well particular goals were met. Among the critical issues addressed: Are good results permanent, or do they fade over time? Can they be replicated successfully under varied conditions? Are programs cost effective, and if so are the benefits seen immediately or only over the long term? How can public support be garnered for a large upfront investment whose returns may not be apparent for years? Some programs discussed in this volume were implemented only on a small, experimental scale, prompting discussion of their viability at the national level. An important concern for social policy is whether one-shot programs can lead to permanent results. Early interventions may be extremely effective at reducing future criminal behavior, as shown by the results of the High/Scope Perry preschool program. Evidence from the Life Skills Training Program suggests that a combination of initial intervention and occasional booster sessions can be an inexpensive and successful approach to reducing adolescent substance abuse. Social Programs That Work also acknowledges that simply placing welfare recipients in jobs isn't enough; they will also need long-term support to maintain those jobs. The successes and failures of social policy over the last thirty-five years have given us valuable feedback about the design of successful social policy. Social Programs That Work represents a landmark attempt to use social science criteria to identify and strengthen the programs most likely to make a real difference in addressing the nation's social ills.
