Plus que jamais, la réforme de l'Etat met en question le statut de la fonction publique. En effet, l'Etat s'est engagé dans l'approfondissement de la décentralisation et de la déconcentration. Il s'est également attelé à la modernisation de la gestion publique, avec la loi organique relative aux lois de finances et la rénovation de la gestion des ressources humaines. Il doit enfin s'adapter à un droit communautaire qui nourrit lui aussi les interrogations sur l'édifice statutaire. Celui-ci ne paraît toutefois pas obsolète. Assurant neutralité, continuité et égalité, ses fondements ne sont en effet pas remis en cause par une réforme qui recherche l'adhésion des agents et qui a permis une réelle modernisation du contenu statutaire. Cette modernisation reste cependant perfectible, parce que le statut contribue aux balbutiements de la gestion collective et personnalisée des ressources humaines et parce qu'il ne satisfait que partiellement aux exigences de la libre circulation des travailleurs.

Following independence, the Nehruvian approach to socialism in India rested on three pillars: secularism and democracy in the political domain, state intervention in the economy, and diplomatic non-alignment mitigated by pro-Soviet leanings after the 1960s. These features defined a distinct "Indian model," if not the country's political identity. France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes.
