L'érosion côtière est un phénomène très visible à Saint-Paul. La pression foncière sur la zone littorale accentue la vulnérabilité des enjeux face au phénomène. De plus, la volonté de construire au plus près du rivage en empiétant le domaine publique maritime et notamment la zone des 50 pas géométriques ne facilitent pas une gestion durables et intégrée de la zone côtière dans cette commune. Les constructions à vocation touristique, ayant obtenu une autorisation d'occupation temporaire (AOT), comme pour la plage de l'Hermitage-Les-Bains se trouve en partie sur le rivage. Face à cela ces locaux figurent parmi les enjeux qui sont les plus touchés lors de fortes houles et par l'érosion marine. Dans certains cas, la non prise en compte de la Loi littoral traduit des aménagements illégaux en bord de mer. De plus, on note une inefficacité des ouvrages de protection aggravant eux-mêmes l'érosion et l'élaboration de défenses non durables dans l'urgence traduisant une difficulté pour la commune de Saint-Paul d'anticiper et de gérer ce type de risque.
