Es mucho lo que se debate entre defensores y adversarios del actual sistema económico global en cuanto a su legitimidad, niveles de democracia, o incluso el rumbo que debe tomar el mundo luego de la Gran Recesión de 2008 y las consecuencias de ese rumbo para la política local e internacional. La línea argumental que se desarrolla en este trabajo se construye a partir del análisis del Nuevo Orden Mundial-NOM, su estructura y su actual crisis, pasando por las posiciones y propuestas que presentan sus defensores para mantenerlo y sus adversarios para transformarlo. A lo largo de estas páginas se hace hincapié en que si se entiende el juego de fuerzas que se lleva a cabo en la escena internacional, se puede comprender mejor el antagonismo entre defensores y adversarios del NOM en el marco de las relaciones globales-locales, así como sus distintas posibilidades de poder. Con este trabajo se pretende iluminar la nubosa perspectiva de futuro que se vislumbra en el panorama internacional y a la vez explorar la capacidad de incidencia que puedan tener los distintos contendientes en el juego. Como señala el autor: «Es necesario entender la realidad material para poder cambiarla. La utopía es una idea hermosa, pero lo más hermoso que tiene, es que se puede materializar». Ernesto Chévere Hernández (PhD) (Santurce, 1981) Licenciado en Historia de la Universidad de Puerto Rico, con maestría en Derecho Internacional Público y Privado de la Universidad Complutense de Madrid y en Relaciones Internacionales de la Universidad CEU San Pablo, obtuvo Diploma de Estudios Avanzados en Economía Aplicada de la misma Universidad y es doctor en Sociología por la Universidad de Salamanca, escritor y profesor de la Universidad de Puerto Rico. Colabora en las revistas académicas Cruce y Umbral, así como en diversos periódicos: Bandera Roja, Indymediapr, El Nuevo Día, y Claridad. Ha publicado Estudio histórico de las etapas de la globalización: perspectivas y retos ante un futuro incierto (1ª edición 2010; 2ª edición 2015), y es director de la revista Sin Norte, dirigida a la comunidad migrante en España. Es además músico, siendo los Perros de Pavlov y los Pleneros del Exilio dos de sus proyectos más emblemáticos. Cuenta también con una faceta de cineasta, como director y realizador del cortometraje ¿Claudicar? y co-guionista, documentalista y asistente de dirección del documental Return. Con el cortometraje El extraordinario Sr. Júpiter fue galardonado como mejor actor en la 12ª edición del Festival de Cine Internacional Cinefiesta y es miembro de la agrupación de teatro callejero y agitación política Papel Machete.

The shift in the ideological winds toward a "free-market" economy has brought profound effects in urban areas. The Neoliberal City presents an overview of the effect of these changes on today's cities. The term "neoliberalism" was originally used in reference to a set of practices that first-world institutions like the IMF and World Bank impose on third-world countries and cities. The support of unimpeded trade and individual freedoms and the discouragement of state regulation and social spending are the putative centerpieces of this vision. More and more, though, people have come to recognize that first-world cities are undergoing the same processes. In The Neoliberal City, Jason Hackworth argues that neoliberal policies are in fact having a profound effect on the nature and direction of urbanization in the United States and other wealthy countries, and that much can be learned from studying its effect. He explores the impact that neoliberalism has had on three aspects of urbanization in the United States: governance, urban form, and social movements. The American inner city is seen as a crucial battle zone for the wider neoliberal transition primarily because it embodies neoliberalism's antithesis, Keynesian egalitarian liberalism. Focusing on issues such as gentrification in New York City; public-housing policy in New York, Chicago, and Seattle; downtown redevelopment in Phoenix; and urban-landscape change in New Brunswick, N.J., Hackworth shows us how material and symbolic changes to institutions, neighborhoods, and entire urban regions can be traced in part to the rise of neoliberalism.
