Book Description
This book presents the results of extensive international comparative research into the effects of the economic and financial crisis on democratic institutions and social cohesion policies. The collected studies describe and analyse the measures (often referred to as "reforms") adopted to counter the crisis and the effects of these measures. It investigates three areas: the impact on the functioning of institutions, with respect to the relationship between representative institutions and governments, and the organisational structure of administrations at national and local levels; the impact that the austerity policies on public spending have on social rights; and the impact on traditional instruments of public action (administrative simplification, public services delivering, the use of common assets). The general findings highlight the effect of reducing the administrative and government capacity of the democratic institutions: the public sector, rather than being innovative and made more effective, declines, offering increasingly poor public services and making bad decisions, fuelling substantive or formal privatisation solutions, which in turn cause further weakening.

Book Description
This book focuses on civil service reform within the central administration in Latin America. It analyzes updated versions of the country assessments carried out by the Inter-American Development Bank in 2004 in 16 countries and presents a comparative analysis of the ways in which the countries have evolved during the last decade. The methodology is based on the principles of the Ibero-American Charter for Public Service. In addition, it draws lessons from reform processes, identifying strategies for civil service modernization in the region. Finally, the book proposes a possible future agenda to continue the efforts to further professionalize the civil service in Latin America.

Book Description
Bureaucratic Elites in West European States provides valuable information about the structures and composition of the higher civil service and its position in the political structure through a comparative analysis of Britain, France, Germany, Italy, Spain, Belgium, the Netherlands, Austria, Greece, Denmark, and Sweden. The book explores how higher civil service has developed in the light of the massive changes in European societies in the past thirty years. Changes include the size of the top level of the civil service, the growing social diversity of its ranks and well as the tendency to recruit from outside the civil service. The book also examines how wider social changes, such as the democratisation of education, the growth of interest groups, and the increasing importance of the European Union impact on the higher levels of bureaucracy producing similar patterns of change throughout Europe.

Book Description
The latest edition in the International Library of Policy Analysis series explores a comprehensive overview of policy analysis in Argentina. It explores theoretical frameworks, views of the State, the development of the field, and current paradigms before examining knowledge produced at different levels (federal, provincial, and local); the application of the discipline by 'Internal Policy Advisory Councils, Consultants, and Committees'; the role of think tanks, NGOs, and political parties; and the developments provided by university teaching and research. Analysing the conceptual frameworks and methodologies used from a meta-theoretical perspective, it provides a panoramic picture of the perspectives and challenges of policy analysis in Argentina.

Book Description
While scholars, activists and pundits from around the world have heralded the Lula years as a breakthrough for poverty reduction and the forthcoming emergence of Brazil as a dynamic economic superpower, many of their counterparts in the country as well as a number of Brazilianists elsewhere, have expressed great disappointment. Tracing back the trajectory of Brazilian Workers’ Party (Partido dos Trabalhadores - PT), Hernán F. Gómez Bruera explores how holding national executive public office contributed decisively to a pragmatic shift away from the party’s radical redistributive and participatory platform, earning the approbation of international audiences and criticisms of domestic progressives. He explains why a unique party, which originally promoted a radical progressive agenda of socio-economic redistribution and participatory democracy, eventually adopted an orthodox economic policy, formed legislative alliances with conservative parties, altered its relationship with social movements and relegated the participatory agenda to de sidelines. Touching on multiple dimensions, from economic policy and land reform to social policy, this book offers a distinct explanation as to why progressive parties of mass-based origin shift to the center over time and alter their relationships with their allies in civil society. Written in a clear and accessible style and featuring an enormous wealth of firsthand accounts from party leaders at all levels and within different factions, Gómez Bruera offers much needed new insights into why progressive parties alter their discourses and strategies when they occupy executive public office.
