La première offre un regard utile, mais partiel sur la qualité de l'emploi. A l'inverse, la seconde peut fonder sur une grille d'analyse intégrée, en faisant la satisfaction au travail ou dse préférences des travailleurs le principal critère e qualité de l'emploi. La thèse s'interroge sur l'intérêt et les limites de ce critère, notammant dans une perspective comparative. Ces réflexions conduisent à analyser la qualité de l'emploi pour soi, à travers des enquêtes internationales sur l'opinion des travailleurs. Elle révèle les tendances communes à l'ensemble européen, mais également une hétérogénéité des préférences entre les pays. Cette hétérogénéité provient d'effets de composition, de l'effet du contexte économique ou institutionnel et de spécificités culturelles. A partir de ces réflexions théoriques et de l'analyse empirique des préférences, la thèse propose une grille d'analyse de la qualité de l'emploi en soi, à travers quatre dimensions: la sécurité socio-économique, la formation, les conditions de travail et les possibilités de conciliation entre la vie familiale professionnelle. Cette grille, accompagnée d'indicateurs, met en évidence des performances hétérogènes en Europe. Elle révèle trois groupes de pays, qui recoupent partiellement les typologies traditionnelles: les pays du Nord, les pays continentaux et les pays du Sud. L'analyse dynamique suggère une stabilité de ces regroupements depuis les années 80, même si on observe des phénomènes de convergence partiel.

Cette thèse propose une analyse dynamique et institutionnelle de la qualité de l'emploi en Europe. Elle révèle l'hétérogénéité de la qualité de l'emploi entre pays et entre groupes sociaux et montre comment les institutions façonnent les opportunités d'amélioration de la qualité de l'emploi au niveau individuel. Elle s'appuie tout d'abord sur une définition large de la qualité de l'emploi (sécurité socio-économique, éducation et formation, conditions de travail et égalité hommes/femmes et conciliation) et distingue, à partir de données agrégées, cinq régimes de qualité de l'emploi dans l'Europe élargie. Elle propose ensuite une analyse de la dynamique de la qualité de l'emploi sur la base des transitions individuelles sur le marché du travail à partir de données de panel européennes et françaises. Dans l'UE27, les situations et les transitions des individus sur le marché du travail dépendent de leurs caractéristiques socioéconomiques et du contexte institutionnel dans lequel ils évoluent. Certains groupes sociaux apparaissent pénalisés en termes de qualité de l'emploi: les femmes, les peu diplômés, les immigrés, les seniors, les jeunes. Ils le sont cependant plus ou moins selon les pays, notamment en fonction des arrangements institutionnels en place. La qualité de l'emploi des femmes dépend ainsi de la capacité des institutions à réduire l'irréversibilité des transitions réalisées à la naissance d'enfants par des politiques en faveur des structures de garde. L'effet positif des mesures de formation sur les transitions vers l'emploi ou le maintien en emploi apparaît également en comparaison européenne et sur le cas français en favorisant la sortie de l'emploi précaire.

In this monumental book, sociologist Robert Castel reconstructs the history of what he calls "the social question," or the ways in which both labor and social welfare have been organized from the Middle Ages onward to contemporary industrial society. Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare.
