El libro “Ciudadanos y usuarios en la gestión del agua” trata de una cuestión que conecta directamente con una de las tradiciones más claras en el derecho español de aguas, la participación de los usuarios en la gestión del agua, y que además y desde otra perspectiva, sirve para referirse a una novedad de las normas recientes no solo en el ámbito del derecho de aguas sino en el del derecho medioambiental en general, como es la de la participación de los ciudadanos. Por lo tanto, la problemática que encierra hablar de los ciudadanos y usuarios en la gestión del agua reúne a la vez los datos de permanencia y de modernidad y es, así, un signo distintivo de los tiempos actuales y de la orientación de un derecho cuya lectura u aplicación no siempre es absolutamente diáfana. Y ello porque, en ocasiones, los vectores de participación de todos (los ciudadanos) y de algunos (los usuarios) pueden entrar en contradicción y porque, también en ocasiones, la palabra “participación” puede estar recubriendo realidades muy distintas. En todo caso no cabe duda de que se trata de una cuestión muy interesante de estudiar con detenimiento y calma y que no ha sido objeto, hasta el momento, de un tratamiento jurídico pormenorizado y sistemático al margen de que ya puedan encontrarse algunas aportaciones de mérito en la doctrina y de que, igualmente, en el plano del discurso político y en algunos casos social, la cuestión de la participación de ciudadanos y usuarios en la gestión del agua, sea una referencia constante. En ese sentido este libro viene a llenar un evidente hueco en nuestras publicaciones y está llamado a convertirse en referencia inexcusable en el futuro.
