With the coup d???etat of 24 December 1999 and the politico-military conflict that started on 19 September 2002, C??te d???Ivoire broke with its tradition of political stability, which had served as a model in the West African sub-region. It is now facing an unprecedented crisis that is not only jeopardizing the continuity of the state, but has also introduced a culture of violence into the society. This study has three objectives. The primary one is to understand the nature of this socio-political crisis, and what is at stake in it. Secondly, the study examines the issue of ivoirit??. Democratization and Military Coups in Africa: Post-1990 Political Conflicts studies the seemingly endless cycle of coups that have occurred in Africa since the “Free Officers Coup” of 1952 in Egypt. Unfortunately, after more than three decades of the “third wave of democratization” that began in the 1990’s, military coups remain a firm figure on the African political landscape. Although the Organization of African Unity (OAU) and its successor, the African Union (AU), have developed and implemented anti-coup norms, they have not deterred coup-makers. Contributors to this volume analyze the major fault lines in the body politics of African states that have created the conditions for coup-making and offer suggestions for ending the cycle of coups. Using countries such as Burkina Faso, Cote d'Ivoire, Egypt, Mauritania, Sierra Leone, and Sudan as case studies, each chapter studies the causes, effects, and evolution of military coups in Africa in order to show that eliminating military coups will require identifying and addressing the root causes of the coup in each affected state.

Democratic institutional forms and processes are increasingly widespread in Africa as dictatorial regimes have been forced to give way as a result of popular mobilization and external donor pressure. However the premises of the African scholars whose empirical research and analytical explorations are included in this volume are that democratic form and democratic substance are two different things; Western-derived institutional forms are neither necessarily the most appropriate nor the most practical in the current African context; and rooting democratic norms in the political cultures of African polities raises socio-cultural issues with which political scientists must engage. This book explores various critical questions in the context of particular elections and particular countries as diverse as Ghana, Nigeria, Kenya, the Congo, Cameroon and the Central African Republic. They include the continuing impact of police state apparatuses following democratic transition; factors influencing African voters' attitudes and behaviour; the impact of incumbency on electoral competition; women's electoral participation; the phenomenon of often very limited party programmatic choice in the context of huge social diversity and multi-party competition; and the controversial issues around the transplantation of liberal democratic institutions. Underlying these issues is the fundamental question of whether democratic processes as currently practised in Africa are really making any significant difference to the African struggle for economic, social and cultural progress.
