Book Description
Lesotho’s economy has been struggling with subdued growth, high unemployment, and widespread poverty. The government-led growth model has resulted in an economy heavily reliant on public spending, with a small and undiversified private sector. This has led to low private investment, declining competitiveness, and high informality. Additionally, the economy is highly dependent on rain-based agriculture, making it vulnerable to climate-related shocks.

Book Description
A key challenge for Lesotho is the downward rigidity in public expenditure—which increases when SACU transfers are buoyant but fails to be pared back when they fall. Fiscal rules would be of value in Lesotho to help provide constraints on spending and resist political pressure to overspend, while embedding fiscal responsibility within the country’s macro-fiscal framework and ensuring debt sustainability. This paper evaluates options for fiscal rules for Lesotho, discusses the institutional framework required to help underpin a sound fiscal-rule framework, posits a possible fiscal-rule framework for Lesotho, and offers a roadmap to introduce the framework.

Book Description
The Kingdom of Lesotho is a mountainous enclave in southern Africa, and like mountain zones throughout the world it is isolated, steeped in tradition, and home to few outsiders. The people, known as Basotho, are respected in the area as the only tribe never to be defeated by European colonizers. Greg Alder arrives in Tsoeneng in 2003 as the village's first foreign resident since 1966. Back then, the Canadian priest who had been living there was robbed and murdered in his quarters. Set up as a Peace Corps teacher at the village's secondary school, Alder finds himself incompetent in so many unexpected ways. How do you keep warm in this place where it snows but there is no electricity? How do you feed yourself where there are no grocery stores let alone restaurants? Tsoeneng is a world apart from his home in America, but Alder persists in adapting. He learns to grow food, he learns to speak the strange local language, and he makes enough friends such that he is eventually invited to participate in initiation rites. Yet even as he seems accepted into the Tsoeneng fold, he sees how much of an outsider he will always remain-and perhaps want to remain. The Mountain School is insightful and candid, at times accepting and at times rebellious. It is the ultimate tale of the transplant.

The book also examines cultural factors, the role of religion, and the significance of informal institutions, ultimately showing how less developed countries can increase opportunities for all of their citizens.

Book Description
Better designed and implemented fiscal regimes for oil, gas, and mining can make a substantial contribution to the revenue needs of many developing countries while ensuring an attractive return for investors, according to a new policy paper from the International Monetary Fund. Revenues from extractive industries (EIs) have major macroeconomic implications. The EIs account for over half of government revenues in many petroleum-rich countries, and for over 20 percent in mining countries. About one-third of IMF member countries find (or could find) resource revenues “macro-critical” – especially with large numbers of recent new discoveries and planned oil, gas, and mining developments. IMF policy advice and technical assistance in the field has massively expanded in recent years – driven by demand from member countries and supported by increased donor finance. The paper sets out the analytical framework underpinning, and key elements of, the country-specific advice given. Also available in Arabic: ????? ??????? ?????? ???????? ???????????: ??????? ???????? Book Description
Dominica is among the countries most vulnerable to natural disasters and climate change. During 1997-2017, it was the country with highest GDP losses to climate-related natural disasters and ranked in the top 10 percent among 182 countries for climate-related fatalities. Following a huge devastation, owing to back-to-back major storms in 2015 and 2017, Dominica announced its intention to become the first disaster resilient nation. In 2019, it was agreed with the government that the Fund, in consultation and collaboration with other development partners, would provide support for preparing a Disaster Resilience Strategy (DRS), a comprehensive plan including policies, cost, and financing to build resilience against natural disasters.

Book Description
In a country such as Lesotho with high capital mobility and leakages abroad, the relationship between both fiscal, monetary, and exchange rate policy is intertwined, such that public spending and reserves are strongly linked. The paper offers an overview of the economic institutions and arrangements in Lesotho, discusses a short primer on macroeconomic policies under a fixed exchange rate, stresses a vital role for macro policy coordination in Lesotho, and proposes a macro policy framework. While the paper is developed in context of Lesotho, the analysis should also be applicable to small open economies under the fixed exchange rate arrangement.

A recovery is underway, but the economic fallout from the global pandemic could be with us for years to come. With the crisis exacerbating prepandemic vulnerabilities, country prospects are diverging. Nearly half of emerging market and developing economies and some middle-income countries are now at risk of falling further behind, undoing much of the progress made toward achieving the UN Sustainable Development Goals.
