Book Description
Since the last update in April 2021, recovery measures with positive impacts on the environment have increased significantly, both in terms of number and budget. However spending on environmentally positive measures still represents only 21% of total COVID-19 recovery spending (up from 17%) with environmentally negative and mixed measures accounting for 10%. Furthermore, ongoing annual support to fossil fuels will likely surpass all the one-off green recovery spending in the next couple of years and undermine efforts to meet the Paris climate goals. Skills development and innovation are still insufficiently addressed in green recovery plans, even though they are essential for achieving a rapid and just transition to net-zero emissions.

Book Description
This Policy Brief provides the key findings and policy insights from the April 2022 update of OECD Green Recovery Database, which tracks recovery measures with a clear environmental impact adopted by OECD member countries, the European Union and selected large economies. Since the previous update in September 2021, the budget allocated to environmentally positive measures increased from USD 677 billion to USD 1 090 billion, while recovery spending with 'mixed' impacts increased from USD 163 to 290 billion. The Brief also explores how well-designed green recovery plans can generate the double dividend of enhanced energy security and better environmental outcomes, in the face of energy security concerns triggered by the war in Ukraine.

Book Description
This policy brief presents results and policy insights drawn from the OECD Green Recovery Database. The database shows that while USD 336 billion has been allocated towards environmentally positive measures within COVID-19 recovery packages, this total is almost equally matched by funding channelled to measures categorised as having mixed or negative environmental impacts. Furthermore, the spending allocated to green measures represents only around 17% of total COVID-19 recovery spending announced by governments. The small proportion of green measures implies that overall packages may not deliver the transformational investments needed. The sectoral split of environmental measures also points to missed opportunities. Given these findings, this policy brief concludes with policy steps governments can take to ensure that recovery packages are better aligned with environmental goals.

Book Description
Taking gender considerations into account when designing and implementing green recovery measures can contribute both to reducing gender inequalities and achieving environmental objectives. This paper maps the limited presence of gender-sensitive measures in the OECD Green Recovery Database, identifies additional policy areas where gender sensitivity would be beneficial, and proposes policy actions to help countries align their commitments to gender equality and environmental objectives during the COVID-19 recovery.

Book Description
This book reviews and analyses the comprehensive socioeconomic reforms undertaken in Uzbekistan since 2016 by the government led by President Shavkat Mirziyoyev. The volume takes the reader through the different sectors of the economy and the effects of reforms on the country’s citizens. The various developments are detailed, examining the gains and the gaps in terms of policy and implementation. Using the broad tools of economics and, in particular, of development economics, the authors present evidence to drive their conclusions and recommendations, and also draw on comparative cases from policy and practice to illustrate alternative approaches and results from measures in other transition countries. Implementing Uzbekistan’s ambitious economic transformation into a market economy is a challenging process that takes time. This book provides the first systematic and comprehensive discussion of the government’s reform areas, including the macroeconomic fundamentals, business and investment climate, the energy, transport, health, education, social protection, financial, banking and agriculture sectors, regional trade, tourism and transport connectivity, reform of state-owned enterprises, as well as public services, citizen engagement and gender equality.
