It is widely recognised that the increasing importance of the US‒Japan alliance is strongly linked to emerging threats in the Asia Pacific, with China’s rise and the ambitions of North Korea having brought the two allies closer together. This book, however, seeks to question whether these factors are indeed the sole determinants of this enduring alliance. A pioneering study conducted through the lens of neo-Gramscianism, this book unravels the intricate political dynamism involved in the US‒Japan alliance. It provides an innovative attempt to link the concept of alliances to hegemony and thus examines Japan’s relationship to US dominance in the region. During the Japanese occupation of large parts of Asia and the Pacific in 1941–45, Japan raised significant numbers of troops to fight alongside them, as well as militias to guard their conquests. The total number of these soldiers is estimated at no fewer than 600,000 men. These ranged from the regular troops of Manchukuo (200,000 men), Nanking China (250,000), Thailand, and recruits from the 'puppet' Burmese Independence Army (30,000) and Indian National Army (40,000), to constabularies and spear-wielding militias in the Philippines (15,000), Borneo, Indonesia and New Guinea. Many of the recruits from former European colonies hoped for independence as part of the 'Greater East-Asian Co-Prosperity Sphere' proclaimed by Japanese propaganda, but Japan's intentions were entirely cynical. They formed alliances to deny the Allied powers access to territory that they could not actually occupy, and raised these large numbers of auxiliary troops to relieve the manpower burden of occupation, or simply as 'cannon-fodder'. This extensively researched study examines each of these armies and militias in detail, exploring their history and deployment during World War II, and revealing the intricacies of their arms and equipment with stunning full-colour artwork and previously unpublished contemporary photographs.

Can Germany and Japan do more militarily to uphold the international order? Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. The Japanese attack on Pearl Harbor on December 7, 1941 is remembered by Americans as something like a bolt out of the blue, a sneak attack from an irrational enemy. The truth, however, is that the Japanese attack was preceded by six months of intense diplomatic negotiations between the Japanese and the Americans. In The Axis Alliance and Japanese-American Relations, historian Paul Schroeder reviews the course of these negotiations. Of particular interest to Schroeder is the role that Japan’s Tripartite Pact with fascist Italy and Nazi Germany played in the negotiations. Schroeder shows that Japan, far from entering an alliance for world domination with Hitler, viewed the pact as an opportunity to secure its interests while avoiding a war with the U.S. and how, when the Pact became a liability in Japan’s negotiations with America, the Japanese were quick to downplay their dedication to it and its importance in their policies. Schroeder also observes the other primary issues at stake in the negotiations—Japan’s war with China and its expansionary intentions in the Pacific—and discusses how American diplomacy wasted many opportunities to not only avoid war in the Pacific, but secure concessions from Japan. This book, a scholarly reconsideration of American policy leading up to the war, is notable for its balance and accuracy and for its revisionist conclusions that are wholly supportable by the facts.
