Back home, their remittances have inflated the price of land so high that only migrants can afford to buy it. Thus, more Nebajenses have felt obliged to borrow the large sums needed to go north. So many have done so that, even before the Great Recession hit the U.S. in 2008, many were unable to find enough work to pay back their loans, triggering a financial crash back home. Now migrants and their families are losing the land and homes they have pledged as collateral. Chain migration, moneylending, and large families, Stoll proposes, have turned into pyramid schemes in which the poor transfer risk and loss to their near and dear.

Based on more than a decade of ethnographic research, The Fourth Invasion examines an Ixil Maya community's movement against the construction of one of the largest hydroelectric plants in Guatemala. The arrival of the Palo Viejo hydroelectric plant (built by the Italian corporation Enel Green Power) to the municipality of Cotzal highlighted the ongoing violence inflicted on Ixils by outsiders and the Guatemalan state. Locals referred to the building of the hydroelectric plant as the "new invasion" or "fourth invasion" for its similarity to preceding invasions: Spanish colonization, the creation of the plantation economy, and the state-led genocide during the Guatemalan armed conflict. Through a historical account of cyclical waves of invasions and resistance in Cotzal during the four invasions, Giovanni Batz argues that extractivist industries are a continuation of a colonial logic of extraction based on the displacement and destruction of Indigenous Peoples' territories and values that has existed since the arrival of the Spanish in 1524. The current movements in Cotzal, rooted in a long history of resistance, counter dominant narratives of Indigenous Peoples that often portray them as "conquered."

In recent years Latin American indigenous groups have regularly deployed the discourse of human rights to legitimate their positions and pursue their goals. Perhaps nowhere is this more evident than in the Maya region of Chiapas and Guatemala, where in the last two decades indigenous social movements have been engaged in ongoing negotiations with the state, and the presence of multinational actors has brought human rights to increased prominence. In this volume, scholars and activists examine the role of human rights in the ways that states relate to their populations, analyze conceptualizations and appropriations of human rights by Mayans in specific localities, and explore the relationship between the individualist and “universal” tenets of Western-derived concepts of human rights and various Mayan cultural understandings and political subjectivities. The collection includes a reflection on the effects of truth-finding and documenting particular human rights abuses, a look at how Catholic social teaching validates the human rights claims advanced by indigenous members of a diocese in Chiapas, and several analyses of the limitations of human rights frameworks. A Mayan intellectual seeks to bring Mayan culture into dialogue with western feminist notions of women’s rights, while another contributor critiques the translation of the United Nations Declaration of Human Rights into Tzeltal, an indigenous language in Chiapas. Taken together, the essays reveal a broad array of rights-related practices and interpretations among the Mayan population, demonstrating that global-local-state interactions are complex and diverse even within a geographically limited area. So too are the goals of indigenous groups, which vary from social reconstruction and healing following years of violence to the creation of an indigenous autonomy that challenges the tenets of neoliberalism. In Guatemala, it was called the "trial of the century": the 2013 prosecution of former de facto head of state (1982-1983) General José Efraín Ríos Montt and his intelligence chief, General José Mauricio Rodríguez Sánchez, on charges of genocide and crimes against humanity against the Maya-Ixil people. Ríos Montt's seventeen-month reign was one of the bloodiest periods in Guatemala's history, with "scorched earth" massacres, the destruction of hundreds of Maya communities, and militarized resettlement of Mayas into "model villages." Ríos Montt was convicted on all charges. Ten days later, a higher court vacated the verdict on dubious procedural grounds. Nevertheless, Guatemala's genocide trial, held in the domestic courts in the country where the crimes were committed, was precedent-setting.
