This research is a framework for understanding issues in modeling the military aspect of space, with particular regard to capturing its value. Space power is a difficult and far-reaching topic, with implications that go beyond the military aspects. The United States military increasingly relies on space- based systems and information for success in daily operations. Telecommunications, navigation and timing, intelligence, surveillance, reconnaissance, and weather prediction are instances of services that have become dependent on satellite systems. If this reliance on space is not fully understood, U.S. national security will be at risk as the result of space information degradation or denial. This research effort attempts to break new ground in organizing the interactions and interdependencies among space doctrine, space systems, system owner/operators, and space-based information users. An illustrative example, using GPS, is then examined to explore the approach. Analysis of GPS as it affects JDAM accuracy is modeled using the GPS Interference And Navigation Tool (GIANT).

Space power is arguably one of the most valuable, yet underappreciated and misunderstood components of U.S. national power. The effects derived from our presence in space have tremendous strategic implications: an explosion of communication capabilities, better weather prediction, precision navigation, and intelligence are but a few of the dividends derived from investments in space programs. The United States no longer enjoys a near monopoly on space effects. Every week brings news of advances in space technologies by China, Russia, India, European powers, and others. Space, as a strategic medium (and probably a future war-fighting medium), is the ultimate high ground; it is now widely shared and could be hotly contested. Ranging from satellite-based access to Internet services to China's recent shoot down of one of its own satellites, new capabilities derived from space-based assets are accelerating in terms of quality, ingenuity, and importantly, availability to allies and enemies alike. US leaders must understand the strategic implications of these advances. The authors have filled an important void in the literature on the role of space in strategic decision making by applying two models. The first is Col W. Michael Guillot's paper on strategic leadership, which serves as an excellent framework to analyze the space programs-and their significance-of three of the United States' peer competitors in space: China, India, and the European Union. By putting individual advances of these entities in their proper strategic context, the reader gains a broader and deeper understanding of the meaning of these advances. Additionally, the authors apply the familiar "VUCA" (volatility, uncertainty, complexity, and ambiguity) model to space programs, aiding the reader in developing a framework in which to analyze space-power advances. The inevitable conclusion upon reading this paper is that senior decision makers must plan for a strategic landscape where the United States does not enjoy unmatched or uncontested benefits from space power. Additionally, the authors make specific policy prescriptions regarding further development of US space power, international cooperation regarding space programs and effects, and suggestions on de-escalation mechanisms for developing space-based conflicts. Aging systems and systems operating longer than their anticipated life span, sometimes because of program slips in follow-on systems, have intensi ed the need for understanding how maintenance and sustainment affect the performance of space systems. In this monograph, we develop a pilot framework for analyzing these and related questions in the ground segment of the Global Positioning System and recommend steps for implementing this framework. In doing so, we address the issue of modeling approach and how to define appropriate metrics of performance. We develop the guidelines for metrics and analytic methods as generally as possible so that they will be useful for other space systems. Much of the spirit of the current metrics used to monitor the maintenance of the ground segments of space systems follows that of metrics used for aircraft. But, space systems have some attributes that differ significantly from those of aircraft systems, and these attributes suggest that the metrics for maintenance and sustainment for space systems be reconsidered. From a modeling perspective, the central difference is that space systems are highly integrated systems in near constant operation, not fleets of aircraft, any one of which can perform the specified mission. This difference leads to three challenges for the analyst. First, the logical metric used in the aircraft realm the fraction of the fleet that can perform the stated mission is not applicable in the space realm. Space command systems function as an integrated whole, and the whole must meet operational mission goals at all times. What is needed for space systems is either a measure or measures that reflect the overall system performance, even when the system is operating nominally. The metric should also be sensitive to sustainment perturbations.
