Operation Protective Edge, launched on July 8, 2014, saw heavy fighting between the Israel Defense Forces and Hamas in Gaza. Throughout the war US government media spokespersons confirmed Israels right to self-defense against rockets and tunnels, and condemned Hamas for initiating the conflict and its use of human shields. But there is an important difference between confirmation and pro-active demonstration at the highest political level. The longstanding alliance between the United States and Israel has always been subject to the administration and president of the day. In this case, the Obama administrations support for Israels right to self-defense was qualified, and as a result the Israeli political leadership felt constrained in its ability to defeat Hamas militarily without risking criticism from the United States that would impact negatively on the special relationship. In its role as ally, the United States was careful not to apply direct political pressure on Israel. However, US government public criticisms relating to Gazan civilian loss of life damaged Israel on the international stage via harrowing media coverage surrounding the conflict. The Federal Aviation Administration order to airlines to stop flying to Israel enhanced Hamas claim that it had inflicted a strategic defeat to the Zionist State. For the last 70 years Israel has recognized that the United States is its primary strategic ally a principle initiated by Israels first Prime Minister and Defense Minister, David Ben-Gurion. Political and military policies have to be directed to prevent a rift. But the Protective Edge experience has brought to the fore that in times of crisis Israel cannot rely on a special relationship to secure its safety and must of necessity possess the political will and military ability to defend itself and to take actions that may result in a strained relationship.

"Discussions of an emerging practice of 'gray zone' conflict have become increasingly common throughout the U.S. Army and the wider national security community, but the concept remains ill-defined and poorly understood. This monograph aims to contribute to the emerging dialogue about competition and rivalry in the gray zone by defining the term, comparing and contrasting it with related theories, and offering tentative hypotheses about this increasingly important form of state competition. The idea of operating gradually and somewhat covertly to remain below key thresholds of response is hardly new. Many approaches being used today -- such as support for proxy forces and insurgent militias -- have been employed for millennia. The monograph argues that the emergence of this more coherent and intentional form of gray zone conflict is best understood as the confluence of three factors. Understood in this context, gray zone strategies can be defined as a form of conflict that pursues political objectives through integrated campaigns; employs mostly nonmilitary or nonkinetic tools; strives to remain under key escalatory or red line thresholds to avoid outright conventional conflict; and moves gradually toward its objectives rather than seeking conclusive results in a relatively limited period of time. The May 2021 conflict between Israel and the terrorist group Hamas generated headlines around the world. However, much of the reporting ignored the history, funding, political dynamics, and other key components of the story. Hamas initiates conflict every few years. But the reporting rarely improves. Social media has only further clouded the picture. Hamas is rarely held responsible for its use of "human shields," blindly firing rockets at civilian areas in Israel, or diverting aid that should benefit the people of Gaza. The Islamic Republic of Iran, a state sponsor of terrorism, has been the primary patron of Hamas since the group's inception in the late 1980s. Hamas has received additional assistance over the years from Qatar, Turkey and Malaysia. These countries are fomenting conflict, while others, such as Egypt, the United Arab Emirates and Bahrain, have tried to minimize it. Gaza is therefore ground zero in a struggle for the future stability of the Middle East. The Biden administration has important choices to make. Its intent to re-enter the Iran nuclear deal could have significant consequences, given that sanctions relief to Iran will likely yield a financial boon for Hamas, along with other Iranian proxies. The Biden administration must also come to terms with "The Squad," a small but loud faction of the Democratic Party that seeks to undermine the US-Israel relationship.
