Russia occupies a unique position in the Muslim world. Unlike any other non-Islamic state, it has ruled Muslim populations for over five hundred years. Though Russia today is plagued by its unrelenting war in Chechnya, Russia’s approach toward Islam once yielded stability. This is the first comprehensive and comparative examination of Islamic radicalisation in the Muslim regions of the former Soviet Union since the end of Communism. Since the 1990s, the ex-Soviet Muslim Volga-Urals, Caucasus and Central Asia have been among the most volatile and dynamic zones of Islamic radicalisation in the Islamic East. Although partially driven by a wider Islamic resurgence which began in the late 1970s in the Middle East, the book argues that radicalisation is a post-Soviet phenomenon triggered by the collapse of Communism, and the break-up of the de facto unitary Soviet empire. The book considers the considerable differences in perceptions and manifestations of radical Islam in the republics, as well as the level of its doctrinal and political impact. It demonstrates how the particular histories of the regions’ Muslim peoples - especially the length and depth of their Islamisation - have influenced the nature and scope of their radicalisation. Other significant factors include the mobilising power of the global jihadist network, and most significantly the level of social and economic hardship. Based on extensive empirical research including interviews with leading members of the political and religious elite, the Islamist opposition as well as ordinary muslims, the book reveals how unofficial radical Islam has turned into a potent ideology of social mobilisation. The dismantlement of the Soviet Union also brought about the liberation of six Central Asian Muslim republics-Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Although Azerbaijan is part of the Caucasus region, it is included in this study because: the independence of that country, like that of the Central Asian states, was brought about as a result of the dismantlement of the Soviet Union. Azerbaijan like its Central Asian counterparts is a Muslim state, and faces similar politico-economic problems. Azerbaijan's conflict with Armenia involving Nagorno-Karabkh reminds one of a number of conflicts in the Central Asian region. these include a seething ethnic conflict in Kazakhstan (involving the Khazaks and the Slavs), the ongoing civil war in Tajikistan along ethnic, national, and religious lines (since the Russian forces are also involved in this civil war), and the ethnic conflict in the Fargana valley that cuts across the borders of Kyrgyzstan and Uzbekistan. Like the economies of its Central Asian neighbors, the Azeri economy was largely dependent on the economy of the former Soviet Union. Consequently, like its other neighbors. Azerbaijan is also busy establishing economic self-sufficiency, along with strengthening its religious political, linguistic, and ethnic identities.

So-called Islamic State began to appear in what it calls Khorasan (Afghanistan, Pakistan, Central Asia, Iran and India) in 2014. Reports of its presence were at first dismissed as propaganda, but during 2015 it became clear that IS had a serious presence in Afghanistan and Pakistan at least. This book, by one of the leading experts on Islamist insurgency in the region, explores the nature of IS in Khorasan, its aim and strategies, and its evolution in an environment already populated by many jihadist organisations. Based on first-hand research and numerous interviews with members of IS in Khorasan, as well as with other participants and observers, the book addresses highly contentious issues such as funding, IS's relationship with the region's authorities, and its interactions with other insurgent groups. Giustozzi argues that the central leadership of IS invested significant financial resources in establishing its own branch in Khorasan, and as such it is more than a local movement which adopted the IS brand for its own aims. Though the central leadership has been struggling in implementing its project, it is now turning towards a more realistic approach. This is the first book on a new frontier in Islamic State's international jihad.
