Draft in Samuel Shaw's hand. Writes, I am sorry to acquaint you, that the endeavors of your friends to obtain permission for your return to Boston have proved ineffectual. Some late acts of Congress and of the Legislature of Massachusetts, render it impossible for you to come out from New-York, either by the way of Jersey or any of the neighboring places. The only possible one in which you can return to your friends, will be by going in a flag to Rhode Island, and thence applying to the authority of Massachusetts for leave to proceed to Boston. Or, on your arrival at Rhode Island, you might immediately repair to Boston and present yourself to the Governor. I wish you could come out in a manner that would be more agreeable to you - but there is no alternative. Adds that after seeing Winslow at Tappan, wrote to Winslow's brother because he thought it would be a great satisfaction for him to hear from a person who had seen you in health. Knox's authorship is inferred because of previous letters written by Knox to make travel arrangements for Winslow. Address directs the letter to Winslow, in care of Joshua Loring, Esq., Commissary General of Prisoners in New York.

Writes to Hancock, Governor of Massachusetts, to ask that eighteen-year-old Isaac Winslow be allowed to return to land his family owns in Roxbury, Massachusetts. Knox implies that Isaac's father, also named Isaac, is a loyalist. Relates that Isaac hopes no conduct of his father will prevent his residence in a country for which he has the greatest respect. Young Isaac was sent away to Canada at age 11 when the enemy arrived, and is now eighteen and has landed in New York. Knox emphasizes young Isaac's innocence and desire to be of service to his country.

Despite not having written a letter to Knox or having heard from him since Knox left, he has not been inattentive to their business interests. Discusses petitions regarding the Waldo patent lands, and reports that W. Peirce will write Knox with more detail on the subject. Writes that Captain Ludwig wants to have the petition withdrawn and have the decision about the lands left to three impartial men. Relates that Captain [George] Ulmer is suffering insults for working with them. Describes an uprising against him by the people of Ducktrap, who accused him of being the enemy of the people and threatened to kill him. However, he reasoned with them and was able to get away; the people have since seemed to accept him. Reports that he has seen by a letter to Isaac Winslow, Sr. that Knox has appointed an agent for the eastern country (likely referring to Thomas Vose), and believes he has made a very great sacrifice. Will go to the eastern country himself in the spring and attend to business there.

Also mentions a bond agreement with Mr. Stephen Gorham (brother of Nathaniel Gorham; see GLC02437.04148). Extensive note on page three in Knox's hand, written over what appears to be an address to Knox.
