Based primarily on Irish archival sources, parliamentary debates, EU, UN and Israeli documents as well as the Irish media, this work is the first attempt to examine Ireland's evolving policy towards the Palestine question since the birth of Israel in 1948. Beginning with an analysis of Ireland's approach to the issue both prior to and following its entry into the UN in the mid-1950s it then focuses on Ireland's increasing involvement in the Israel-Palestine conflict since its accession to the EEC in the early 1970s. Specifically it deals with four distinct phases: 1973-1980 when the issue of Palestine and the role of the Palestine Liberation Organisation (PLO), came to the fore in UN and EU discussions on the Middle East; 1980-1988, when the EEC's support for Palestinian aspirations placed the Community increasingly at odds with Israel; 1988-1996, when the PLO's acceptance of a negotiated settlement to its conflict with Israel was followed by the Madrid and Oslo peace processes; and 1996-2004, a time during which the optimism of the early Oslo years has disappeared.

Civil Society, Post-Colonialism and Transnational Solidarity originates from Louvet’s observation of the strong commitment of a layer of Irish civil society- from the man on the street to political parties, associations and trade unions- to the defence of one antagonist or the other in the Israeli-Palestinian conflict, beginning with the Six Day War in 1967 and increasingly so after the Lebanon Wars at the start of the 1980s and the Second Intifada (2000-2005). This book observes how this phenomenon is particularly striking in Northern Ireland, where Israeli and Palestinian flags have been flown by Unionists and Nationalists as signs of solidarity and identification. Louvet sheds light on the dynamics and strategies at play in the Middle East conflict in Northern Ireland but also in the Republic of Ireland, a country considered to be widely sympathetic to the Palestinian cause. With an overarching perspective highlighting the influence of Irish colonial history over the motives and discourse of the different levels of mobilization in civil society, this book shows the global movement towards the fragmentation and specialization of transnational solidarity actions in Ireland.

The role of the media does vary, however, and both researchers and practitioners must better understand the reasons for these variations. This report points to four major factors that impact this equation: (1) the amount of consensus among political elites in support of the peace process; (2) the number and intensity of crises associated with the process; (3) the extent to which shared media, used by both sides of the conflict, exist; and (4) the level of sensationalism as a dominant news value. The first two variables tells us something about the state of the political environment, while the final two relate to the media environment.
