"Iran has been at the forefront of U.S. national security concerns for the past thirty years. Yet, for the past three decades the United States has had limited contact with Iran's leaders and has found it difficult to grasp the opaque workings of the regime. The momentous events since June 12, 2009 have compounded the challenge, and have made clear the importance of understanding better the Iranian landscape. The conference therefore aimed to foster discussion on the implications of the events of the past thirty years and of the past sixty days on U.S. national security priorities. This volume assumes the worst: a defensive, aggressive Iran already possesses a nuclear arsenal. How should the United States handle this threat, and can it deter the use of such weapons? Through three scenario models, this study explores the political, strategic, and operational challenges facing the United States in a post–Cold War world. The authors concentrate on the type of nuclear capability Iran might develop; the conditions under which Iran might resort to threatened or actual weapons use; the extent to which Iran’s military strategy and declaratory policy might embolden Iran and its proxies to pursue more aggressive policies in the region and vis-à-vis the United States; and Iran’s ability to transfer nuclear materials to others within and outside the region, possibly sparking a nuclear cascade. Religion, nationalism, ethnicity, economics, and geopolitics all are important in explaining Iran's goals and tactics in its relationship with the outside world, as are the agendas of key security institutions and the ambitions of their leaders. This report assesses Iran's security policy in light of these factors. It examines broad drivers of Iran's security policy, describes important security institutions, explores decisionmaking, and reviews Iran's relations with key countries. The authors conclude that Iraq is widely recognized as the leading threat to Iran's Islamic regime and Afghanistan is seen as an emerging threat. In contrast, Iran has solid, if not necessarily warm, relations with Syria and established working ties to Pakistan and Russia. Iran's policies toward its neighbors are increasingly prudent: It is trying to calm regional tension and end its isolation, although its policies toward Israel and the United States are often an exception to this policy. Iran's security forces, particularly the regular military, are often voices of restraint, preferring shows of force to overactive confrontations. Finally, Iran's security forces generally respect and follow the wishes of Iran's civilian leadership; conducting rogue operations is rare to nonexistent.

Rosenfield argues that after 2003, Iranian leadership felt increasingly encircled by America's troop presence in Iraq, Afghanistan, Kuwait, and Qatar. The uncertainty surrounding Iraq's future served as another motive for Iran's quest to acquire nuclear weapons. On the other hand, American (and Israeli) strategic security and regional energy security remain the United States' motives for the prevention of Iranian nuclear proliferation. While American policymakers fear the transfer of a nuclear device from Iran to one of its terrorist proxies, this is an unlikely occurrence because of the threat that such a transfer could pose to Iran itself.

The Constitutional Revolution of 1906 launched Iran as a pioneer in a broad-based movement to establish democratic rule in the non-Western world. In a book that provides essential context for understanding modern Iran, Fakhreddin Azimi traces a century of struggle for the establishment of representative government. The promise of constitutional rule was cut short in the 1920s with the rise of the Pahlavi dynasty. Reza Shah, whose despotic rule Azimi deftly captures, maintained the façade of a constitutional monarch but greeted any challenge with an iron fist: “I will eliminate you,” he routinely barked at his officials. In 1941, fearful of losing control of the oil-rich region, the Allies forced Reza Shah to abdicate but allowed Mohammad Reza to succeed his father. Though promising to abide by the constitution, the new Shah missed no opportunity to undermine it. The Anglo-American–backed coup of 1953, which ousted reformist premier Mohammed Mosaddeq, dealt a blow to the constitutionalists. The Shah’s repressive policies and subservience to the United States radicalized both secular and religious opponents, leading to the revolution of 1979. Azimi argues that we have fundamentally misunderstood this event by characterizing it as an “Islamic” revolution when it was in reality the expression of a long-repressed desire for popular sovereignty. This explains why the clerical rulers have failed to counter the growing public conviction that the Islamic Republic, too, is impervious to political reform—and why the democratic impulse that began with the Constitutional Revolution continues to be a potent and resilient force.
