One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Water: The Looming Crisis in India analyzes the key issues in developing national freshwater policies for the mainland countries of the South Asian sub-continent. Ray suggests that freshwater policy must cover all aspects of physical environment and human life, by noting that food and drought management are parts of freshwater policy and acknowledging that water is a scarce natural resource and has economic value. He calls for the development of basin-wide policies to minimize conflicts within riparian countries, as well as a freshwater policy baseline to minimize internal conflicts on water sharing arrangements. By pointing out the need for full participation of all stakeholders in developing a baseline policy including people displaced by the construction of large dams, Ray suggests a new system in which riparian countries are guaranteed that no water-related project proceeds without a transparently developed environmental impact assessment and evaluation of alternative options.

This book investigates institutional dimensions of urban water supply in India, with a specific focus on institutional capabilities to provide drinking water to urban households in an efficient, equitable and sustainable manner. This book has been developed through empirical research within the context of growing urbanisation and increasing water needs of Indian cities, and the wider developmental goal of achieving universal and equitable access to safe and affordable water for all – as envisaged in goal 6 of the SDGs. This study revolves around three important aspects of urban water supply and governance. Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The prospect of international conflict over water has long been the subject of academic and popular concern, but subnational political conflict is considerably more common, and almost certainly imposes greater economic and environmental costs. Indeed, subnational hydropolitics are an important feature of several large countries, including the United States, India, and China. Moreover, disputes between water users in shared river basins have often persisted despite repeated attempts by central governments to resolve them through both persuasion and coercion. Yet despite the growing threat of water scarcity around the world, little research exists on sub-national politics of shared water resources. This book attempts to fill the gap by explaining how and why hydropolitics play out within countries, as well as between them. Subnational Hydropolitics re-examines the issue of water conflict by examining conflicts at the subnational rather than international level. By examining several in-depth case studies of both conflict and cooperation, Scott Moore argues that increasing sub-national water conflict is driven by two inter-linked forces, identity politics, which gives subnational politicians a reason to compete over shared water resources; and political decentralization, which provides them with the tools to do so. To understand politics at the subnational level, the book blends insights from both the environmental governance and comparative politics literatures. By examining the challenges many countries face in achieving cooperation over shared water resources, the book helps to shed light on different mechanisms and processes for solving cooperation problems at the regional scale lessons relevant to tackling a wide range of transboundary environmental problems, including air pollution, urbanization, and ecosystem protection. Hybridization of cultures also involves familiarity with world literature, because people enjoy the expanse of imagination into which they are released by reading time honoured texts, whether of the ancient past, or of contemporary time. The time of legend, of fable, of coercive patterns of existence arising out of natural or political calamities, makes them ever more respectful of traditions and the hope for survival. Out of war and loss arise both science and poetry, not necessarily opposed to one another.
