As of the end of 1997, the United States had cooperative agreements with 76 countries and six multinational organizations covering the operations of 32 active satellites, most often covering the collection of weather data. These agreements are entered into by a number of agencies, with five agencies accounting for 90 percent of the agreements identified for this project: the National Oceanic and Atmospheric Administration, the U.S. Air Force, the Defense Mapping Agency, the U.S. Geological Survey, the National Aeronautics and Space Administration, and the U.S. Forest Service. This report catalogs the agreements and assesses the extent of interagency coordination that take place when agreements are negotiated and signed. Three possible policy actions emerged: rationalizing the terms of and descriptions for international agreements across agencies; creating a central clearinghouse for information on agreements, perhaps using the World Wide Web; and streamlining the available formal coordination process to increase the frequency of its use.

The fundamental legal basis for Earth observation (EO) and land remote sensing activities can be found in the international treaties and instruments concerning the peaceful use of outer space. Specifically, the parameters of Earth observation satellite data access policies are governed globally by the UN Principles on Remote Sensing. This article provides an overview of the UN Principles, highlighting issues of contention as well as practical obstacles to implementation. Subsequently, it analyzes the data access policies of space agencies in the United States and Europe, specifically addressing the national positions, agency policies and related interagency cooperative agreements for publicly sponsored EO programs. Further discussion stipulates current international developments in the area of data access and concludes with a summary of national and international data access policy trends in the US, Europe, and globally.

The Spratly Islands have represented a potential political and military flashpoint in the South China Sea for years, involving as they do various claims by China, the Philippines, Vietnam, Malaysia, and Taiwan.
