Military Strategy of Middle Powers explores to what degree twenty-first-century middle powers adjust their military strategies due to changes in the international order, such as the decline in US power. The overarching objective of the book is to explain continuity and change in the strategies of a group of middle powers during the twenty-first century. These strategies are described, compared, and explained through the lens of Realism. In order to find potential explanations for change or continuity within the cases, as well as for similarities and differences between the cases, the strategies of 11 ‘middle’ powers are analysed (Canada, Germany, Italy, Spain, Australia, Brazil, Indonesia, South Africa, India, Japan, and South Korea). This group of countries are considered similar in several important aspects, primarily regarding relative power capacity. When searching for potential explanations for different strategic behaviours among the middle powers, their unique regional characteristics are a key focus and, consequently, the impact of the structure and polarity, as well as the patterns of amity and enmity, of the regional context are analysed. The empirical investigation is focused on security strategies used since the terrorist attacks 9/11 2001, which was one of the first major challenges to US hegemony. This book will be of much interest to students of military and strategic studies, foreign policy, and International Relations in general.

This book examines the normative tensions inherent in upward mobility within the international system, focusing particularly on the clash between sovereign self-interest and the putatively universal norms associated with international interventions. It provides extensive detail and deep analysis of Brazil’s nature as a rising power, and that nature’s implications for how the country crafts its international profile on issues such as intervention. In addition, the book proposes innovative ways of (re)organising thematic, conceptual and empirical research on the normative behaviour of emergent powers with regard to institutions of global governance and questions of intervention. In analysing what distinguishes Brazil as a rising power, the contributors begin from the assumption that participation in intervention is an increasingly crucial element in demonstrating the capacity and responsibility for which demand accrues as a state seeks increased international profile. This book analyses the India, Brazil, South Africa Dialogue Forum (IBSA), focusing on the communalities and differences in the way foreign policy is conceptualized in its member states. Utilizing 83 interviews with foreign policy makers and experts, as well as the analysis of 119 foreign-policy speeches, the author traces key shifts in official foreign policy discourse. In order to evaluate the degree of support for key IBSA Dialogue Forum concepts within national discourse, the author also examines the interplay between official and broader societal discourses on foreign policy. This analysis combines political science factors (foreign policy role conceptions) with linguistic factors, thus enabling a qualitative and quantitative comparison of different framings of foreign policy. The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence.
