This report lists hundreds of instances in which the United States has used its armed forces abroad in situations of military conflict or potential conflict or for other than normal peacetime purposes. It was compiled in part from various older lists and is intended primarily to provide a rough survey of past US military ventures abroad, without reference to the magnitude of the given instance noted. The listing often contains references, especially from 1980 forward, to continuing military deployments especially US military participation in multinational operations associated with NATO or the United Nations. Most of these post-1980 instances are summaries based on Presidential reports to Congress related to the War Powers Resolution. A comprehensive commentary regarding any of the instances listed is not undertaken here. The instances differ greatly in number of forces, purpose, extent of hostilities, and legal authorization. Eleven times in its history the US has formally declared war against foreign nations. These eleven US war declarations encompassed five separate wars: the war with Great Britain declared in 1812, the war with Mexico declared in 1846, the War with Spain declared in 1898, the First World War, during which the US declared war with Germany and with Austria-Hungary during 1917, World War II, during which the US declared war against Japan, Germany, and Italy in 1941, and against Bulgaria, Hungary, and Rumania in 1942. Some of the instances were extended military engagements that might be considered undeclared wars. These include the Undeclared Naval War with France from 1798 to 1800; the First Barbary War from 1801 to 1805; the Second Barbary War of 1815; the Korean War of 1950-53; the Vietnam War from 1964 to 1973; the Persian Gulf War of 1991, global actions against foreign terrorists after the September 11, 2001 attacks on the United States, and the War with Iraq in 2003. With the exception of the Korean War, all of these conflicts received Congressional authorization in some form short of a formal declaration of war. Other, more recent instances often involve deployment of US military forces as part of a multinational operation associated with NATO or the United Nations. Current legislation, H.R. 10 and S. 2845, contains provisions that could strengthen the intelligence capabilities of the United States to combat international terrorism and to support current and future American military operations overseas in a more effective manner.

Using an original data set of 145 ground, air, and naval interventions from 1898 through 2016, this report identifies those factors that have made U.S. military interventions more or less successful at achieving their political objectives. While these objectives were often successfully achieved, about 63 percent of the time overall, levels of success have been declining over time as the United States has pursued increasingly ambitious objectives. The research combines statistical analysis and detailed case studies of three types of interventions -- combat, stability operations, and deterrence. The research highlights that the factors that promote the successful achievement of political objectives vary by the nature of the objective and the intervention. For example, sending additional ground forces may help to defeat adversaries in combat missions but may have a more contingent effect on success in institution-building in stability operations, where nonmilitary resources and pre-intervention planning may be especially vital. The report offers five main policy recommendations. First, planners should carefully match political objectives to strategy because factors that promote success vary substantially by objective type. Second, sending more forces does not always promote success, but for certain types of objectives and interventions, greater capabilities may be essential. Third, policymakers should have realistic expectations regarding the possibility of achieving highly ambitious objectives. Fourth, pre-intervention planning is crucial. Finally, policymakers should carefully evaluate the role that might be played by third parties, which is often under appreciated.

Genocide, Ethnonationalism, and the United Nations examines a series of related crises in human civilization growing out of conflicts between powerful states or empires and indigenous or stateless peoples. This is the first book to attempt to explore the causes of genocide and other mass killing by a detailed exploration of UN archives covering the period spanning from 1945 through 2011. Hannibal Travis argues that large states and empires disproportionately committed or facilitated genocide and other mass killings between 1945 and 2011. His research incorporates data concerning factors linked to the scale of mass killing, and recent findings in human rights, political science, and legal theory. Turning to potential solutions, he argues that the concept of genocide imagines a future system of global governance under which the nation-state itself is made subject to law. One of the most crucial and difficult tasks in peacekeeping and related stability operations is creating a secure and stable environment, both for the foreign peacekeepers and for the indigenous population. During the past decade, the United States and the international community have tried various approaches to providing that security.
