In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book discusses the European Union’s approach to governance reform in its development assistance relationships with various groups of developing countries. A group of expert authors outline the general features of the position on governance taken by the EU, which is currently the major multilateral donor of development assistance, and discuss the implementation of EU policies in a set of cases: the group of African, Caribbean and Pacific (ACP) states, the New Partnership for Africa’s Development (NEPAD), Southeastern Europe, Central Asia, the Euro-Mediterranean, Latin America and fragile states. The contributions to the book argue that the EU’s position on governance reform, particularly since the adoption of the European Consensus on Development in 2005, has had distinctly neoliberal overtones. The EU’s governance-related strategies have been instrumental to deepening market-based reform in aid-receiving countries. Policies on state-building adopted by the EU reflect mainly the interests of and ideas embraced by the EU and its member states. To an important extent, the rhetoric accompanying EU policies does not match with the political and social dynamics inherent in governance structures on the ground in many of its aid-recipient partner countries. This book was published as a special issue of Third World Quarterly.

This book examines the evolution of trade and trade patterns in Central and Eastern European countries (CEEC) and assesses the implications of these patterns on structural change and economic development within transition economies. Taking the fall of the Iron Curtain in 1989 as a starting point, the authors discuss the transition of former communist CEE countries from centrally planned to market-driven economies, arguing that trade was the primary engine for the economic growth and transition process they experienced. The chapters in this book incorporate the results of previous studies – some of which are based on original research conducted by the authors – dedicated to the integration process of international and European trade. More importantly, the authors look at the broader aspects of structural change and economic development, indeed the whole process of economic transformation.
