Background. Differences in health and health services use among different ethnic groups within populations have been always a major concern in democratic societies. Past research has documented the gaps both in health and in services utilization between the Israeli Arab and Jewish populations. Method. This paper studies the 1993 utilization of health services by a sample of 70,000 Arabs and Jews insured by the General Sick Fund (Clalit), the biggest sick fund in Israel, in the Jerusalem district. The Arab population consists of Palestinian residents of greater East Jerusalem and Israeli Arabs, offering a unique opportunity to study the health care use of the three population groups. Results. The results show that, while the mean annual cost of care per user is the same for Jews and Arabs, Arabs insurees are dramatically less likely to use medical services, controlling for age, gender, income, chronic conditions and settlement size. This was found true for both ambulatory and in-patient care and, in particular, for elderly persons. The Israeli Arabs are the most intensive users of care compared to the Jews and the Palestinians. Conclusion. The gaps in utilization can be attributed to differences in accessibility, traditionalism and social and cultural assets. Early findings following the implementation of the National Health Insurance Law in 1995 indicate that some differences in accessibility to and use of medical services between Arabs and Jews have been reduced. The founding of the Palestinian Authority Council will hopefully further enhance the use of medical care and the health state of the Palestinian population.

Societal research has shown that there is a direct correlation between income disparities and health disparities. In other words: the poorer the population, the less healthy the population becomes. Over the last thirty years, there has been an increasing gap between the wealthy and poor in many industrialized societies. As a result, there has also been an increasing decline in the quality of health for these social orders. The Social Work and Health Inequalities Network (SWHIN) was created to combat the causes and consequences of socially unjust health disparities on an international basis. This is accomplished through a sustaining global network of professionals: researches, educators, practitioners, policy makers and others work together to promote research and action around the world. The SWHIN aims to exchange information and resources (e.g. research evidence, policy statements, and emerging theories and practice models) to collaborate on the development and exchange of solutions for these health issues. The hope is to teach about these problems at all curricular levels and influence policy making wherever possible. This book brings together a combination of fifteen studies and policy reviews to fully understand the role that social work plays in assisting others, especially in fields where human health is concerned.

Serious scholarly analyses of the types and roles of accountability in health care first appeared in the late 1980s. That issue, along with the related issue of responsibility in health care, has continued to interest policymakers, analysts and scholars ever since. Indeed, there has been a renewed surge of interest in recent years, with growing attention to the notion of accountable care organizations in the US, clinical audits in the UK, and governance as stewardship in many other countries. Accountability and responsibility in health care was also the theme of a major international conference organized by the Israel National Institute for Health Policy Research, which was held in Jerusalem in 2009. This book is a collection of scholarly articles on the themes of accountability and responsibility in health care and seeks to be the premier book in that field. In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
