Findings include that the projects improved livability conditions significantly, including access to better basic water, sewerage and solid waste disposal. However, there is a need for more systematic monitoring and evaluation of the poverty alleviation results of such urban development assistance.

In every city, the urban spaces that form the public realm—ranging from city streets, neighborhood squares, and parks to public facilities such as libraries and markets—account for about one-third of the city’s total land area, on average. We have spent the last three decades engaged in a pointless and irrelevant debate about the relative merits of privatization or nationalization. We have been arguing about the wrong thing while sitting on a goldmine of assets. Don’t worry about who owns those assets, worry about whether they are managed effectively. Why does this matter?
