Public works agencies must deal with what seem to be an ever increasing variety of demands and pressures. These derive from various sources: local constituents, state agencies, and the federal government. Numerous studies have been conducted to identify critical problems in public works and possible solutions. Among the most notable recent efforts is the work of the National Council on Public Works Improvement. This multi-year study examined basic areas of public works infrastructure and operations and recommended a series of actions to improve the condition of the nation's public works infrastructure -- the physical facilities that are necessary for providing clean water, sanitary waste disposal, and modern transportation. The American Public Works Association (APWA) has also undertaken programs to enhance the public works field. The development of a manual of Public Works Management Practices was a significant effort toward upgrading practices in the public works field. This manual was developed and tested by public works professionals in all of the many professions included within APWA's membership. APWA has also developed an educational program to guide agencies in using the manual to internally assess their operations. The Institute for Water Resources of the U.S. Army Corps of Engineers facilitated a cooperative interagency effort on the development of an integrated Federal Infrastructure Strategy. This program sought to explore the merits of a more cohesive approach to improving the state of the nation's public works.
