Book Description
While FG funding has been increasing, long-standing concerns remain about the fed. government's grants mgmt. and the lack of effective oversight tools to reasonably assure that FG are used for their intended purposes and that risks of fraud, waste, and abuse are minimized. The Admin. recognizes these concerns; it included improving grants mgmt. as a part of its initiative to eliminate waste in the U.S. gov't. and has various efforts underway to improve grants oversight. This testimony addresses the: (1) significance of FG funding; (2) risks and vulnerabilities in key controls in the FG life cycle; and (3) improvements needed to make the single audit process an effective accountability mechanism. Illustrations. This is a print on demand report.

Book Description
This report summarizes the results of our recently completed review of the title XX social services grant program. The objective of the review was to assess the quality and effectiveness of the States' financial management control systems in providing adequate accountability over Federal funds. Although specific findings deal with title XX as a categorical grant program, the weaknesses identified--particularly those related to audit coverage--have a direct bearing on the issues being raised by the Subcommittee in its efforts to improve accountability and audit oversight on block grant funds for which the States have stewardship. It was found that the States' financial management and internal controls have been largely ineffective in protecting against fraud, waste, and abuse and providing proper accountability over Federal funds. For example, about $13.2 million of improper and unjustified costs were claimed under 60 of the 98 contracts reviewed. This represented about 12 percent of the total value of the contracts sampled.

Book Description
Grants play a significant role in implementing and funding federal programs. The federal government's use of grants to achieve national objectives and to respond to emerging trends, such as changing demographics and changing threats to homeland security, has grown significantly in the last two decades. While federal grant funding has been increasing, long-standing concerns remain about the federal government's grants management and the lack of effective oversight tools to reasonably assure that grants are used for their intended purposes and that risks of fraud, waste and abuse are minimized. This book presents the grant management process as well as ways to improve oversight and accountability of federal grants.

Book Description
GAO has previously reported that consolidations may help increase the effectiveness and efficiency of government programs. GAO was asked to review grant program consolidations in regard to reducing overlap and duplication. This report: (1) describes approaches taken to grant programs that have been consolidated from fiscal year 1990 through 2012, (2) examines federal, state and local actions taken to administer the programs, and (3) analyzes lessons learned for future consideration of grant program consolidations. GAO reviewed literature on grant program consolidations. For this review GAO selected three case study grant program consolidations, the TA and CoC programs, and the National Environmental Performance Partnership System. GAO conducted interviews with state and local officials in Colorado, Delaware, Florida, and Massachusetts. GAO selected these states and localities based on several selection criteria, such as state participation and funding. The selected locations and grant program consolidations are not generalizable, but they provided important insights about grant consolidations.
