Recent operations in Iraq, Afghanistan, and other locations around the world have highlighted the need for U.S. forces to train as they intend to fight. Department of Defense (DOD) training ranges and operating areas are required to be managed and operated to support their long-term viability and utility to meet the national defense mission. The use of military training ranges enhances training by providing realistic, hands-on experience. Sustainable training range management focuses on the practices that allow the military to manage its ranges in a way that ensures their usefulness well into the future. Because the military faces obstacles in acquiring new training lands, the preservation and sustainable management of its current lands must be priorities. New advances in technology, coupled with a shift in force posture, mean that DOD needs to continually update and maintain its training ranges. Military training ranges vary in size from a few acres -- for small arms training -- to over a million acres for large maneuver exercises and weapons testing, and include broad open ocean areas for offshore training and testing. These ranges face ever increasing limitations and restrictions on land, water, and airspace as residential, commercial, and industrial development continues to expand around and encroach upon once remote military training and testing installations.

This is the fourth installment of the Sustainable Ranges Report. This report addresses two Congressional reporting requirements: (1) Section 366 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2003 required the Department of Defense (DoD) to develop a comprehensive plan to address training constraints caused by limitations on the use of military lands, marine areas, and airspace that are available in the United States (U.S.) and overseas for training of the Armed Forces. Progress reports are required on an annual basis through 2013 (2) Similarly, in Section 320 of the FY 2004 NDAA, the Congress required DoD to report on the impacts of civilian community encroachment on military installations and operational ranges, as well as the impact of certain legal requirements on military readiness activities. Section 320 requires DoD to submit an interim report and subsequent annual reports. This report also addresses the Government Accountability Office's (GAO) comments on the 2006 Sustainable Ranges Report. Additionally, this report addresses language expressed in the Senate version of the 2007 NDAA to require DoD to establish a policy to identify military aerial training areas, determine aerial training airspace requirements to meet future training needs, and undertake necessary actions to preserve and expand those areas of airspace needed for training requirements.

In recent years, Reserve components have claimed that they need additional funds to enlarge their training centers and armories or to construct new ones. Because of the high costs involved and earlier work that identified unused indoor small arms range space in Reserve components' facilities, GAO reviewed the use of indoor and outdoor small arms ranges in the Sacramento, California, area. GAO found that: (1) small arms ranges are well suited for use on a regional basis by Reserve personnel who commute to and from their training locations; (2) Department of Defense (DOD) procedures establish the basic policies for sharing small arms ranges (one DOD activity should support another whenever possible); (3) the Air National Guard, Army, Air Force, and Marine Corps Reserves are required to consider ranges in the area before programing and constructing a new range (the Navy Reserve uses Marine Reserve ranges); (4) the Army National Guard builds an indoor range in most new armories without considering the availability of other ranges in the area; (5) where range capacity is sufficient, the Army Reserve is converting indoor range space to other needs; and (6) in Sacramento, the Army National Guard plans to construct an organizational maintenance shop with a range, which will not be used for annual weapons firing or vehicle training, but to meet the need for maintenance space. Since a health and safety evaluation is underway which could make indoor ranges more costly, GAO believes the changes proposed in its report should be considered and made a part of any planning for indoor ranges. The planned change by the Army Guard to delete the requirement to also use indoor range space for vehicle training increases the need for a specfic Army Guard criterion requiring consideration of existing ranges and the possibility of sharing ranges.

"The presence, or absence, of neglected tropical diseases (NTDs) can be seen as a proxy for poverty and for the success of interventions aimed at reducing poverty. Today, coverage of the public-health interventions recommended by the World Health Organization (WHO) against NTDs may be interpreted as a proxy for universal health coverage and shared prosperity - in short, a proxy for coverage against neglect. As the world's focus shifts from development to sustainable development, from poverty eradication to shared prosperity, and from disease-specific goals to universal health coverage, control of NTDs will assume an important role towards the target of achieving universal health coverage, including individual financial risk protection. Success in overcoming NTDs is a "litmus test" for universal health coverage against NTDs in endemic countries. The first WHO report on NTDs (2010) set the scene by presenting the evidence for how these interventions had produced results. The second report (2013) assessed the progress made in deploying them and detailed the obstacles to their implementation. This third report analyses for the first time the investments needed to achieve the scale up of implementation required to achieve the targets of the WHO Roadmap on NTDs and universal coverage against NTDs. INVESTING TO OVERCOME THE GLOBAL IMPACT OF NEGLECTED TROPICAL DISEASES presents an investment strategy for NTDs and analyses the specific investment case for prevention, control, elimination and eradication of 12 of the 17 NTDs. Such an analysis is justified following the adoption by the Sixty-sixth World Health Assembly in 2013 of resolution WHA6612 on neglected tropical diseases, which called for sufficient and predictable funding to achieve the Roadmap's targets and sustain control efforts. The report cautions, however, that it is wise investment and not investment alone that will yield success. The report registers progress and challenges and signals those that lie ahead. Climate change is expected to increase the spread of several vector-borne NTDs, notably dengue, transmission of which is directly influenced by temperature, rainfall, relative humidity and climate variability primarily through their effects on the vector. Investments in vector-borne diseases will avoid the potentially catastrophic expenditures associated with their control. The presence of NTDs will thereby signal an early warning system for climate-sensitive diseases. The ultimate goal is to deliver enhanced and equitable interventions to the most marginalized populations in the context of a changing public-health and investment landscape to ensure that all peoples affected by NTDs have an opportunity to lead healthier and wealthier lives."--Publisher's description.
